Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Hudson River Field Office. Under the general direction of the Field Office Director, the Mental Health Program Specialist 2, G-23 will act as the regional Housing Coordinator and oversee the utilization and implementation of all housing types within the Hudson River Region. The incumbent will work collaboratively with the Field Office Director and Deputy Director, identifying needs and trends.
Specific duties include, but are not limited to, the following:
• Participate in housing related meetings, included but limited to the following: monthly meetings with OMH Housing and Community Budget staff; rent up calls with new providers; with individual providers.
• Facilitate a regularly quarterly meeting with the sixteen county Single Point of Access staff. Identify housing trends, gaps in services, utilization challenges. Share learned information within Field Office, and to Housing Unit as directed.
• As assigned, participate in the planning and review of procurement opportunities. Utilize data sources to inform housing need recommendation
• Collaborate with the Field Office fiscal team to review housing related contract work plans, as well as speak to funding related housing needs.
• Utilize knowledge about systems of care and certification process to guide field office colleagues and provider in housing related projects.
• Provide technical assistance and support to counties and providers through the review of local systems of care for adults and/or children and identify certification needs.
• Work with Field Office Director and management team to resolve programmatic and problematic system of care issues.
• Monitor single points of accountability for priority populations. Routinely inform team members of ongoing projects and issues, and seek input for resolution, as applicable.
• Further the mission of the OMH and the Field Office in a positive, responsive, and professional manner.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Transfer Opportunity:
Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level.

Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
