Duties Description Under the direction of an Information Technology Specialist 4, the Information Technology Specialist 3 will be assigned to the Enterprise Analysis team in the Programs and Planning Bureau within the Chief Strategy Office (CSO). The incumbent will participate in Business Development, Business Architecture, Business Systems Analysis, Design, Data Analysis, Product Management, and Quality Assurance for IT solutions and key NYS Governor’s initiatives.
Duties include, but are not limited to, the following:
• Collaborate with cross-functional teams to analyze systems and application requirements to understand customer needs.
• Develop project plans collaboratively with ITS staff, agency staff and end users.
• Participate and work with cross-functional teams (DT, Shared services, and Agencies) to ensure technical and architectural specifications follow defined standards.
• Facilitate and participate in meetings with Business Solutions staff, end users, and management.
• Work on the execution of applications, ensuring applications function accurately and are available to our internal and external business customers
• Provides support, as needed, for issue resolution ensuring that they are addressed promptly based on priority.
• Monitor/track CSO IT systems to ensure core technologies work properly and assist/ensure team members are properly trained in systems/tools used to perform work (e.g., O356 Application Suite).
• Participate in product development/implementation for product releases using standard Secure System Development Lifecycle (SSDLC).
• Develop and manage all relevant product baseline artifacts required for product project
• Develop, manage, and monitor project schedules using to identify milestones, dependencies, and critical paths, and identify alternatives for accommodating resource conflicts and/or compressing schedules, if required, and any risks associated with those alternatives
• Collaborate with business owners, technical teams and subject matter experts in IT product/solution research and documentation of proposals with cost benefits analysis, roadmaps/forecasting, procurement, partnership opportunities and alternatives to customize and configure IT products to meet business requirements.
• Create and maintain documentation on ITS processes, policies, application configuration and help related materials.
• Perform regular audits and quality assurance tests to ensure the functionality and efficiency of ITS products and services.
• Assist in the resolution of IT product and service issues
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
