Duties Description The Senior Policy Advisor for Agency Operations plays an important role in executing the Office of Performance Management and Innovation (OPMI)’s mission to enhance effectiveness, efficiency, and transparency across New York State government operations. The Senior Policy Advisor will support the work of the OPMI, a newly established office within the Office of General Services (OGS) that will serve as an in-house consulting and operational performance team for the State. The office will support State agencies and the Executive Chamber by developing Statewide performance measures and reporting on service outcomes, conducting operations assessments to streamline operations, and providing project management support to implement cross-agency initiatives and key State priorities. The office’s goal is to provide strategic guidance and implement performance measurement frameworks to enhance service delivery, streamline operations, and to improve outcomes for New Yorkers across the State.
The Senior Policy Advisor will lead and support in-depth operational assessments of New York State agency operations, analyzing business processes, identifying opportunities to remove bottlenecks and inefficiencies, and developing evidence-based recommendations to improve service delivery. The Senior Policy Advisor will develop briefing materials and strategic recommendations for agency executives and support the design and execution of cross-agency process improvement initiatives.

Key Responsibilities

Operational Assessments and Process Improvement
• Lead in-depth, self-directed research and diagnostic reviews of agency operations and core business processes, including analysis of organizational structures, workflows, policies, and resource allocation.
• Design and lead interviews and working sessions with agency leadership and frontline staff to gather insights on current operations.
• Support the development of current and future state process maps, conducting stakeholder interviews and direct observations as needed to understand operational realities.
• Analyze business processes and workflows to identify inefficiencies and develop recommendations for improvement.
• Conduct qualitative and quantitative assessments to identify performance gaps, inefficiencies, and opportunities for improvement.
• Develop briefing materials, process narratives, and decision documents tailored for agency executives and OPMI leadership.
• Draft analytical reports and presentations summarizing findings, options, and recommendations for senior agency leaders and OPMI leadership.
• Collaborate with Business Analysts and Engagement Leads to ensure that operational assessments are methodologically sound, scoped appropriately, and delivered on time.
• Contribute to the development of standardized assessment tools and templates used across OPMI engagements.

Project Management and Implementation Tracking
• Serves as the lead project manager on agency engagements, overseeing project planning, coordinating team efforts, and ensuring the timely delivery of high-quality assessment and improvement deliverables.
• Leads stakeholder meetings with agency leadership and program staff to review assessment goals, timelines, and progress.
• Tracks risks, barriers, and implementation milestones using project tracking tools, and escalate challenges to Deputy Director or Executive Director as needed.
• Monitors implementation progress on adopted operational recommendations, coordinating with agency points of contact to gather status updates and supporting documentation.

Team Collaboration and Support
• Provides guidance and mentorship to policy advisors, business analysts and other team members throughout the lifecycle of engagements, sharing expertise in project management, analysis, and stakeholder engagement.
• Support onboarding, training, and knowledge transfer by modeling best practices in analysis, engagement, and communication across the team.

Location: This position will be located in Albany or NYC. Please indicate your preferred location when applying. If this position is filled in NYC Location Pay of $4,000 is added to base salary.

Operation Needs:
• Travel may be required (approximately 30%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is preferred.

Minimum Qualifications Bachelor’s degree AND 5 years of relevant full-time work experience in public policy, project management, policy analysis, public sector management, research, data analysis, strategic planning, or related fields.

Preferred Qualifications:
Advanced degree in public administration, public policy, management, political science, government, law, or a closely related field.
