Duties Description The Senior Policy Advisor for Performance Management plays an important role in executing the Office of Performance Management and Innovation (OPMI)’s mission to enhance effectiveness, efficiency, and transparency across New York State government operations. The Senior Policy Advisor will support the work of the OPMI, a newly established office within the Office of General Services (OGS) that will serve as an in-house consulting and operational performance team for the State. The office will support State agencies and the Executive Chamber by developing Statewide performance measures and reporting on service outcomes, conducting operations assessments to streamline operations, and providing project management support to implement cross-agency initiatives and key State priorities. The office’s goal is to provide strategic guidance and implement performance measurement frameworks to enhance service delivery, streamline operations, and to improve outcomes for New Yorkers across the State.
The Senior Policy Advisor is a lead role on the OPMI’s performance management team, supporting the development of statewide performance metrics and measurement frameworks. They will play a key part in advancing statewide performance management practices by identifying meaningful agency performance metrics, aligning data with priority goals and outcomes, and supporting transparent reporting through reports and dashboards summarizing trends and insights. The Senior Policy Advisor works closely with agency partners and internal stakeholders to conduct analysis and develop reporting structures that contribute to transparency and effectiveness across State agencies and improved outcomes for New Yorkers.
Key Responsibilities
Performance Analysis and Metric Development
• Leads in-depth, self-directed research and reviews of State agency core business process, service offerings, and performance metrics, including analysis of organizational structures, goals, outputs, and outcomes.
• Designs and lead interviews and working sessions with agency leadership, frontline staff, and performance leads to gather staff to identify meaningful metrics tied to agency mission and statewide goals.
• Conducts benchmark research and assess alignment of agency metrics with best practices and outcomes-based frameworks.
• Works with agency partners and data leads to analyze trends in data and summarize insights connecting performance data to agency goals and objectives.
• Serves as team lead for development and publication of statewide performance monitoring materials, including structuring and narrative content for dashboards and reports, ensuring accuracy, clarity, and consistency across all work products.
• Assists in the design of performance reporting systems and processes, including identifying and documenting data sources, frequency, ownership, and definitions.
• Supports the development and refinement of performance dashboards by collaborating with analysts and technical staff.
• Drafts memos, presentations, and briefing materials that communicate key performance insights to internal and external audiences.
• Contributes to the development of standardized structures, including metric definition and categorization tools, templates, and reports used across OPMI performance management engagements.
Team Collaboration and Support
• Provides guidance and mentorship to other team members, including policy advisors, data analysts, and business analysts, throughout the lifecycle of agency engagements and development of metrics and reports.
• Supports onboarding, training, and knowledge transfer by modeling best practices in analysis, engagement, and communication across the team to foster consistency and high standards.
Location: This position will be located in Albany or NYC. Please indicate your preferred location when applying. If this position is filled in NYC Location Pay of $4,000 is added to base salary.
Operation Needs:
• Travel may be required (approximately 30%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is preferred.
Minimum Qualifications Bachelor’s degree AND 5 years of relevant full-time work experience in public policy, project management, policy analysis, public sector management, research, data analysis, strategic planning, or related fields.
Preferred Qualifications:
Advanced degree in public administration, public policy, management, political science, government, law, or a closely related field.
