Duties Description The incumbent to this position would be responsible for, but not limited to the following:
• Data Governance & Data Quality
o Lead the team to identify, document and remediate any Incomplete, inconsistent, duplicate, or invalid data
o Governance any legacy data anomalies that impact business processes
o Define and enforce data standards, validation rules and business definitions
o Partner with other teams to ensure data integrity across system changes and releases
• Data Analysis & Decision Support:
o Prepare and present data summary reports from various sources to various stakeholders that identify trends and patterns in the data providing insights and recommendations.
o Analyze key agency data sets and recommend strategies to improve internal agency performance as well as external stakeholder experience. Data Analysis & Decision Support
o Analyze agency data entry and review tasks and recommend automation strategies where appropriate
o Translate business and operational questions into actionable data analysis.
o Perform advanced analysis to support process efficiency, identify risks and operational bottlenecks
o Develop insights that directly support executive decision-making and program prioritization.
• Reporting, Dashboards & Metrics:
o Work closely with leadership to track key performance metrics, refine tracking, and generate insights that shape strategic decisions
o Work to analyze a variety of data sets and to identify areas to improve customer experience and streamline items
o Utilize SQL based reporting tools to create comprehensive reports and interactive dashboards to be used by agency managers and executives to track performance.
o Create queries and reports to analyze key agency data sets and recommend guidelines and strategies to improve and ensure data quality and accuracy and completeness.
o Utilize SQL to create comprehensive reports, automate data processing tasks, and in the development of interactive dashboards.
o Providing technical and analytic support to end users of analytic applications and solutions.
o Define and maintain authoritative reports and dashboards for leadership and program areas
o Ensure reporting data consistency across agencies and teams
o Data Cleanup related to legacy data, ensure data compatible during system enhancement and ongoing releases rollout.
• Testing & QA Collaboration:
o Partner with the technical and QA team to define data-focused test scenarios
o Validate test results against expected data outcomes.
o Support Integration and end-to-end testing
• Documentation & Traceability:
o Maintain clear documentation of:
o Data definitions and business rules
o Data lineage and dependencies
o Know data risks and remediation plans
o Ensure traceability between Business Processes, System functionality and Data elements and Data output reports
o Perform daily tasks with minimal supervision
o Anticipate issues rather than wait for direction
o Influence design and prioritization decisions
o Communicate clearly with non-technical leadership
• Supervision Duties:
o Collaboration with ITS staff.
o Fulfilling change requests.
o User support and training.
o Staying current on SharePoint and Microsoft 365 updates, recommending improvements and enhancements as needed.
o Perform a full range of supervisory duties including training of lower-level staff.
• Perform other duties as assigned.
Minimum Qualifications Seven years of experience* in data visualization, and statistical models and data mining tools.
Substitutions:
An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
