Duties Description OGS is committed to developing a strategic, data-driven approach to providing shared services for New York State. This strategic approach to uplifting the awareness of OGS’s comprehensive portfolio of services requires effective, forward-thinking, and dynamic leadership. It also requires exceptional, thoughtful management of the Division of Shared Services and its people.
Under the direction of the OGS Executive Deputy Commissioner, the Deputy Commissioner for Shared Services is a member of the Commissioner’s Cabinet and is responsible for overseeing the NYS Business Services Center (BSC) and the NYS Procurement Services Group (PSG). The incumbent provides transformational management and governance and will regularly interact with senior NY State stakeholders within the Executive Agencies and Authorities of State government. The incumbent must provide continued optimization of function to achieve efficiencies without compromising exceptional client service.
Specific duties of this role will include, but not be limited to, the following:
Strategic Oversight
Business Services Center (BSC)
• The Business Services Center is New York State’s central office for processing human resources and finance transactions common across agencies, led by the Associate Commissioner for the Business Services Cetner. Services are delivered by a highly motivated workforce of approximately 470 staff members committed to providing exceptional customer service.
• The Business Services Center provides support to over 77 agencies and boards, providing 66 agencies with financial services and 56 agencies with human resources administrative services. The BSC's HR services support 44,000 state employees among 58 agencies.
• Furthermore, the BSC supports the financial transactions of 70 executive agencies, ensuring that the state has uninterrupted access to the commodities and services needed to support state operations.
Procurement Services Group (PSG)
• Procurement Services administers 1,500 centralized contracts for use by State agencies, municipalities, and non-profit organizations, led by the State’s Chief Procurement Officer. Over 8,000 authorized users from State, local, and educational entities leverage OGS procurement, which includes contracts with an estimated value of over $34B.
• This team of approximately 100 staff members uses and promotes procurement policies and practices that are ethical, efficient, innovative, supportive of inclusive economic development, and that foster strong relationships with the supplier community.
• Procurement Services is the State’s central procurement office responsible for designing centralized contracts, aggregate buys, sourcing and supplier management services, filed requirements, piggybacking, and collaborative purchasing to procure goods and services in a timely manner that meet the business needs of our customers across the state at the best value for New York taxpayers.
Leadership and Management
• Develop an improvement program to ensure all business units deliver world class and consistently effective Finance/HR processes that leverage scale and meet agency requirements.
• Review process requirements for and constantly seek to support the organization’s strategic objectives.
• Lead and champion performance dialogues throughout the organization, from senior leader touch points to front line huddles.
• Make key decisions on integration and improvement of shared service including service delivery design, standardization in support of process, staff recruitment and selection in addition to infrastructure development.
• Make key decisions on improvements in the procurement program administration and contracts and purchasing delivery systems to better meet the procurement needs of agencies and municipalities.
• Identify and resolve critical roadblocks and mitigate risks.
Division Operations
• Act as liaison, under the direction of the Executive Deputy Commissioner, with the Executive Chamber, Division of the Budget, and Office of the State Comptroller to facilitate the implementation and mission fulfillment of BSC and PSG initiatives.
• Oversee the implementation of State and Federal procurement laws, contract law, and of contract administration on an enterprise scale.
• Develop and define the program of work for improving the efficiency and effectiveness of all shared services centers and design a multi-year operating plan which aligns to the shared services strategy and targets.
• Work with IT leads to optimize technology solutions, reduce redundant systems while improving transaction accuracy and overall cost.
Goal Setting, Management, and Support
• Build strong succession plans in each area of responsibility including training and creation of staff development opportunities.
• Establish goals and pursue assignments that are related to higher-level, strategic long-term objectives.
• Align long-term strategies to achieve performance goals and evaluate performance against service and operating level agreements.

Minimum Qualifications A bachelor’s degree and at least ten (10) years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning. Experience with NYS-specific procurement and Civil Service rules is preferred.
Substitutions: an additional four years of specialized experience, or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; A master’s degree or higher may substitute for an additional year of specialized experience.
