Duties Description The New York State Education Department’s (NYSED) Office of Information Reporting Services is seeking a candidate for a Data Analyst 3 position. Reporting to the unit manager of one of the data units, the incumbent of this position will work on leading data collection and reporting projects in multiple systems and program areas, including the Basic Educational Data System (BEDS), Institutional Master File (IMF), State Education Department Reference File (SEDREF), School Safety and Educational Climate (SSEC), Fiscal/NRC, Charter Schools, Nonpublic Schools, Student Support Services, and Early Learning data needs. Duties of this position include, but are not limited to, the following:

• Meet with business program areas to discuss the development of the agency strategy for analytics solutions, including IRS, Level 2, and Department IT units for development and testing of new applications and reports, and to facilitate new requirements and change requests to existing applications and reports;

• Coordinate with program areas and unit manager on the more complex projects, coordinating the analysis of data to ensure all requirements are captured at the beginning of the project, discuss the development of agency strategy for analytic solutions, system implementation, reporting to identify anomalies, trends, inconsistencies, and make recommendations to improve processes, workflow, operations, and assessment of data structures;

• Execute data extraction from multiple tables in the Data Warehouse schema by writing code to query the data. Link various types of data from the Warehouse into an integrated database for generating reports and analysis for program offices, public reporting, responding to FOILs and various requests for data from public and private sources;

• Query and extract data from BEDS IMF, SEDREF, and SSEC databases in response to internal Department and public reporting needs;

• Review and suggest improvements to current or planned systems and processes with the data warehouse team to ensure proper data mapping, design, implementation, and training of data management strategies/techniques, systems, quality control procedures;

• Oversee drafting and reviewing informational documents and reports on analytics solutions including writing technical requirements and documentation of data sources, templates, tables, files, related databases, and systems integration, produced by lower-level staff for accuracy, to meet the reporting needs of customers;

• Conduct the most difficult analysis of data, provides interpretation of data for key stakeholders and leadership, including identifying and reporting data patterns and exceptions. May be required to produce tabular and graphic summaries of analyses in a form suitable for inclusion in leadership meeting agenda and instructional manual;

• Supervises a team of Data Analysts; and

• Perform additional duties and projects as assigned by supervisor.

Preferred Experience: Qualifying experience is preferred when performed in a school, school district, BOCES, education oversight agency, educational institution, education research institution, or other related research institution. Demonstrated experience in an education related information technology program; demonstrated oversight of program operations while supervising a team of professional staff and demonstrated strong analytical, organizational, reporting and communication abilities.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-Competitive Appointment: Nine years of experience in data visualization, statistical models, and data mining tools.

*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
