Duties Description Under the general direction and supervision of the Section Lead, the Climate Policy Analyst 2 will support the new mandates of the Climate Leadership and Community Protection Act (CLCPA). These actions are anticipated to include the development and implementation of programs under the CLCPA. Duties will include, but not be limited to the following:
Development and review of regulatory language, communication materials, and guidance.Implementation of policy and regulations for the Division of Air Resource’s new Climate Superfund Section.
•Analyze regulatory language to ensure consistency with legislative requirements.
•Develop technical presentations to communicate climate regulation goals and actions. Analyze and summarize data to be included into rulemaking, communication documentation and in the implementation of regulatory programs.
•Analyze publicly available reports, such as US EPA GHG reporting data and EIA State Energy Data System reports to inform NY regulatory or policy development and regulatory implementation.
•Develop policy, regulatory documentation and guidance for program implementation.
Provide supervision to Climate Policy Analysts 1 or other entry level professionals in the section.
Review and Analysis of technical data and documentation.
•Review of technical journal articles to extract pertinent data and analytical methods.
•Conduct analysis with other staff teams to share technical data and information methods.
•Utilize Excel and other technical programs to present data in a meaningful way.
Review of emission data and modeling inputs.
•Review emissions and process data collected by or submitted to the Department under the program.
•Enter relevant data into DEC’s data management systems.
•Calculate specific emissions based on known emission factors and best data.
Participate in conference calls and meetings with appropriate commissions and agencies.
•Represent the Department on calls and in meetings with representatives of other New York State Agencies & Authorities (NYSERDA, DPS, Tax & Finance, DOT), EPA and other States.
•Keep notes of meetings and transfer information to supervisor.
Essential Functions:
Must be able to supervise the work of subordinate employees, interact professionally with co-workers and supervisors, and work collaboratively in team settings.
Must be able to solve problems and make decisions.
Must possess strong communication skills to effectively communicate program findings and information to State and federal counterparts, the regulated community, and public in a clear and professional manner.
Must be able to prepare detailed, technically accurate, well-written technical reports.
The incumbent must be able to represent the Department at meetings, conferences, public hearings and seminars as required and therefore, public speaking skills are important.
The ideal candidate will possess extensive computer and database management knowledge and technical skills. This includes the use of Microsoft Excel, Word, and PowerPoint along with the knowledge to manage and navigate large data sets, prepare queries, and generate output reports.
Effective use and knowledge of the Microsoft Teams and SharePoint platforms.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications for Climate Policy Analyst 2, SG-23
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below.
Promotional qualifications for provisional appointment:
One year of permanent competitive or 55b/c service as a Climate Policy Analyst 1
Open Competitive & NYHELPS Quals
Seven years of experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
