Duties Description Primary Purpose

The Managing Director of Construction oversees DASNY’s decentralized Construction Division providing vision for the future, executive leadership, strategic direction, and managerial oversight for all design and construction related activities. The Managing Director of Construction is responsible for formulating and implementing customer-agency services strategies, construction policies and procedures, overseeing capital programs, managing staff and consultants, and ensuring projects are delivered in compliance with DASNY objectives, statutory requirements, budgets, schedules, resolutions of complex issues, and quality standards. This role requires a high degree of responsibility, autonomy, independent judgement, discretionary authority, and confidential decision-making with expertise in the design and construction project lifecycle, project financing alternatives, management of public construction and associated customer-agencies, alternative project delivery strategies and back-office processes and technology supporting the overall operation.

 

 Essential Functions

Provide leadership, vision, strategic direction, and overall management of DASNY’s Construction Division, including but not limited to Program / Project Management - Design and Construction, and Administrative and Technical Project Support Services.
Establish and implement policies, procedures, standards, and best practices governing construction operations including code administration, construction contracting, design, minority/women owned business, professional services, project controls, project financial administration, purchasing, safety, service-disabled veteran owned business, sustainability and training.
Exercise independent judgement resolving complex design, construction, contractual, labor, and operational issues with an understanding of the different customer-agency program requirements and project needs.
Serve as the senior advisor to executive leadership on design and construction-related policy, risk, procurement and project delivery methods.
Interface with control and regulatory agencies, customer-agencies, design consultants and construction contractors, DASNY Management and internal staff to manage conflict, address concerns, and make decisions in the best interest of DASNY and our customer-agencies.
Extensive knowledge of public sector construction management and project delivery methods, design coordination, procurement, and regulatory requirements.
Ensure compliance with all applicable New York State laws and regulations, including code compliance, procurement, permitting, prevailing wage, MWBE contract terms, project labor agreements, and all other contract requirements.
Serve as a trusted advisor on design and construction-related matters requiring executive and board-level consideration as the final decision on related activities such as budgets, schedules, staffing, staff training, resolution of complex issues, relations with customer-agencies, contractors, consultants and other external entities.
Develop, administer, and monitor operating and capital budgets.
Analyze project delivery methods and project strategies across DASNY and DASNY’s customer-agencies; identify and implement appropriate methods to utilize for programs and projects.
Actively promote DASNY services, develop and maintain relationships with existing and potential customer-agencies, and ensure customer satisfaction.
Develop and maintain customer satisfaction and retention efforts.
Identify and develop public/private relationships in the design and construction industries that DASNY can partner with to expand the DASNY portfolio.
Strengthen working relationships between DASNY and NYC / NYS regulatory entities.
Mentor and train construction division staff supporting their professional development, expertise in design and construction, and effective management of administrative and analytical functions.
Participate in high-level discussions related to personnel providing management-level input and recommendations and decision-making authority with regard to performance management, department staffing and recruitment efforts, hiring, discipline and termination determinations.
Counsel employees and assist Human Resources in handling grievances and disciplinary measures in accordance with applicable collective bargaining agreements.
Supervise staff, assign workload and allocate staff resources in compliance with DASNY policy and position descriptions.
Make data-driven and knowledge/experience-driven decisions associated with efficient operation of the Construction Division.
Consult with NYC and NYS public builders including the City University Construction Fund, NYC Department of Design and Construction, NYC School Construction Authority, Office of General Services, Port Authority of New York / New Jersey, State University Construction Fund, etc.
Work with representatives from design and construction associations including the American Institute of Architects, Association of Consulting Engineering Companies, Associated General Contractors, Building and Construction Trades Council, Building Trade Employers Association, Construction Management Association of America, NYC Building Congress, etc.
Identify and make relevant training opportunities available for DASNY staff to ensure staff has adequate training and knowledge of current New York State laws, rules, and regulations.
Coordinate Workforce Management in a timely and effective manner while prioritizing and delegating work tasks.
Translate policy directives into operational procedures; recommend changes to programming, policies and procedures to improve the quality and/or efficiency of services provided by the Construction Division.

 

 Other Duties and Responsibilities

Demonstrated expertise in labor relations, contract administration, and risk management.
Maintain a strong understanding of the mission, requirements, and constraints of DASNY’s customer-agencies.
Visit project sites and customer-agencies and collaborate with design and construction contractors associated with projects not complying with budget, scheduling and quality goals.
Collaborate with customer-agencies to resolve project and policy issues while safeguarding organizational standards.
Represent DASNY’s Construction Division at major client events such as ribbon cuttings and client sponsored panel discussions.
Assess, develop, and implement internal controls, and oversee the review and testing of the same for the Construction Division.
Collaborate with DASNY Information Services Department with respect to operational project management and Construction Division applications, enhancements and maintenance needs.
Make final recommendations to Executive Direction and Human Resources regarding hiring, discipline, or termination of subordinate employees.
Ensure supervisors meet their obligation in the supervision, training, and evaluation of their staff.
May be called upon by DASNY to serve on its collective bargaining advisory committee; meet with and advise the negotiating committee; provide input to DASNY’s negotiating committee with respect to personnel and operational areas of the Construction Division.
Undertake special assignments as directed.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).

Minimum Qualifications Minimum Qualifications

Bachelor’s degree in Architecture, Engineering, Construction Management, or a related field plus twenty years of progressively responsible experience in public-sector design, construction, and capital project delivery. Ten years of progressively responsible management experience in a unionized environment, including direct and indirect supervision and coordination across multiple functional areas or departments.   At least ten years of experience managing large-scale multi-million-dollar public capital construction programs with significant scope, and complexity, and/or projects throughout the project lifecycle. Comprehensive understanding of alternative project delivery methods.

 

Preferred Qualifications

Master’s degree in Architecture, Engineering, Construction Management, Business Administration or a related field plus twenty years of progressively responsible experience in public-sector design, construction, and capital project delivery, managing large-scale multi-million-dollar public capital construction programs and projects.  Ten years of progressively responsible management experience in a unionized environment, including direct and indirect supervision and coordination across multiple functional areas or departments. Experience administering and applying collective bargaining agreements and proven ability to manage employee relation matters in a union setting. NYS Professional Engineer or Registered Architect license. Proven experience with processes related to the design and construction lifecycle, construction project management software applications (e.g. PMWeb, BlueBeam, BIM, etc.) and process improvement methodologies.
