Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Deputy Commissioner of Technology within Dedicated Support, Sector E, the Manager Information Technology Services 1 (Information Security) will be responsible for developing, implementing, and maintaining the organization's information security program.

Duties include, but are not limited to, the following:

• Serve as point of contact and liaison for client agencies for security incidents.
• Liaison to GPI BAS team for all initiatives contained in the Cyber Risk Remediation Program (CRRP) project.
• Provide written guidelines to GPI BAS staff and client agencies regarding compliance with NYS information security policies, protocols, cybersecurity best-practices, and regulatory requirements related to cybersecurity.
• Facilitate requirements gathering for compliance and information security considerations (ex: MUSL and PII).
• Attend and provide content for Governance meeting with GPI client agencies and present information security related topics.
• Support agencies in maintaining information classification for IT systems and solutions and data sets in alignment with NYS policy.
• Analyze Agency Posture Report to understand information security findings and risks affecting client agencies.
• Complete the Security SDLC (SSDLC) documentation related to approved GPI technology projects.
• Facilitate internal GPI leadership and client agency approval of SSDLC project documentation.
• Improve and maintain security posture of software systems and platforms.
• Serve as Project Security Lead for ITS and client agency projects and initiatives.
• Advise external agencies on security considerations related to procurement of products and services.
• Assist agencies in evaluating, understanding, and appropriately managing information security risks.
• Collaborate with the Chief Information Security Office to respond to reported incidents with information security impacts.
• Escalate security concerns and high profile security incidents to the ITS and client agency leadership for review and action.
• Lead, participate, and help coordinate responses to any potential security incidents.
• Participate with Chief Information Security Office enterprise team regarding zero-day response to emerging service disruptors including security threats and vulnerabilities for affected client agencies.
• Review documentation, incident responses, and supplemental information during and after a security incident occurs.
• Facilitate phishing exercise by acting as the liaison to GPI client agencies.
• Perform a range of supervisory duties.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-competitive: Seven years of information technology, cybersecurity, or information assurance experience*, including one year at the supervisory level.

EDUCATION/EXPERIENCE SUBSTITUTIONS*:

A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience.

An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience.

A master’s degree or higher in computer science or related field substitutes for one year of required experience
