Duties Description Under the direction of the Assistant Director Information Technology Services 1 (ADITS), M-4, within the Division of Dedicated Support, Bureau of Budget (DOB) and Chamber, the Manager Information Technology Services 1 , SG-27 will function as the leader of strategy, project/product development and personal compute staff. The incumbent will act as a liaison with members of DOB’s Administrative Unit on all matters related to client support, governance and reporting, procurements, rates and billing, the review of project, product and business analysis artifacts and others as assigned.

Specific duties shall include but are not limited to:

-Lead the delivery of the following services to the client agency: product management, project management, business analysis, change management, help desk, policy communication, and daily client operations.
-Ensure tenets of good customer service are being met and agency executives are satisfied with what is being provided by the Dedicated team, and Information Technology Services (ITS) in general.
-Answer all agency questions, ensure meeting follow up items are addressed, and take on issues in a timely fashion.
-Collaborate with dedicated team leads to ensure that all initiatives follow the Secure System Development Life Cycle (SSDLC) phases.
-Act as the primary liaison with ITS Finance team on tasks related to the dedicated team’s project portfolio, product road map, LOIs, rate-setting and agency billing, as well as procurements.
-Maintain up to date records and oversee new and existing purchases, including P-Card management and approvals.
-Document team operations, oversee team documentation management strategies and knowledge sharing. Seek opportunities to improve operations and processes.
-Foster positive relationships with IT Shared Service Teams, obtain their services when required. Become educated on the complex nature of ITS and navigate amongst teams to gather information and solve problems quickly.
-Possess excellent oral and written communication skills, including the ability to make presentations.
-Draft and polish presentations and other memorandum for client agency executives and ITS executives.
-Strategize, plan, and execute dedicated team meetings and events.
-Act independently but seek guidance as needed from peers and leadership.
-Manage staff and perform the full range of supervisory duties.

Minimum Qualifications One year of permanent service as an Information Technology Specialist 4; Information Technology Specialist 4 (Operations); Information Technology Specialist 4 (Systems Programming); Information Technology Specialist 4 (Data Communications); Information Technology Specialist 4 (Database); Information Technology Specialist 3; Information Technology Specialist 3; Information Technology Specialist 3 (Programming); Information Technology Specialist 3 (Systems Programming); Information Technology Specialist 3 (Data Communications); Information Technology Specialist 3 (Database); or Chief Computer Operator.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
