Duties Description Under the direction of the Deputy Commissioner for Technology (DCT) , within the Division of Dedicated Support, Bureau of Budget (DOB) and Chamber, the Assistant Director Information Technology Services 1 (ADITS) M-4, will function as the principal technical and product advisor to the DCT, as well as oversee the development and implementation of products and solutions to meet the needs of those two entities. While DOB is a full-service agency, the Chamber receives limited direct services from ITS; those include policy advice, guidance and requested support. The incumbent will assist the DCT with these responsibilities.
Specific duties shall include but are not limited to:
Strategic Responsibilities
-Collaborate with the DCT and DOB to develop and execute DOB’s strategic IT roadmap, consistent with ITS enterprise policies, architecture and cyber security standards.
-Lead the planning of the portfolio’s remediation and modernization efforts to improve the security and efficacy of DOB services.
-Identify opportunities to introduce AI technologies to automate processes to improve agency operations.
-Advise on technology trends, risk mitigation and innovation strategies that support policy and operational agency goals.
-Ensure that all initiatives follow the Software Development Life Cycle (SDLC) phases.
-Lead the development of all systems, products, and applications.
-Oversee the creation of a robust data governance, management and analytics capacity within the dedicated team to aid DOB in its decision-making.
Tactical Duties
-Determine, with the Solutions Architect, the appropriate platform and products to utilize for remediation efforts.
-Manage daily IT service delivery for all DOB products and applications, including project management and business analysis.
-Ensure compliance with ITS service level agreements (SLAs), security protocols and change management procedures.
-Coordinate closely with ITS enterprise support teams (infrastructure, networking, hosting, cyber security and procurement) to maintain operational stability.
-Direct system upgrades, integrations and vendor relationships to ensure reliable and secure technology operations.
-Where feasible, implement AI solutions to facilitate greater automation and productivity for the agency.
-Confirm that all architecture and system documentation is complete and current.
-Lead staff and perform the full range of supervisory duties.
-Possess excellent oral and written communication skills, including the ability to make presentations to Executives.
Preferred Experience:
-Knowledge of Oracle Enterprise Products, such as EPM Cloud.
-Experience with Cognos Products, specifically Cognos 11.
Minimum Qualifications One year of permanent competitive service as a Manager Information Technology Services 1, Grade 27; Manager Information Technology Services 1 (Technical), Grade 27; Manager Information Technology Services 1 (Data Communications), Grade 27; Manager Information Technology Services 1 (Database), Grade 27; Manager Information Technology Services 1 (Systems Programming), Grade 27; Manager Information Technology Services 1 (Operations), Grade 27; Manager Information Technology Specialist 2, M-3; or Manager Information Technology Services 2 (Technical), M-3.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
