Duties Description The Environmental Program Specialist 1, SG-18, is assigned to the Division of Environmental Stewardship and Planning. The Environmental Program Specialist 1 serves as Trails Planner and will be responsible for a variety of agency trail-related initiatives, including but not limited to the development and implementation of statewide and facility-based trails plans, development of facility trail projects for design or construction, implementation of the Empire State Trail Program, and other related tasks. In addition, the Trails Planner will interact with and foster communication regarding trails and trail related issues among OPRHP staff, the general public, all levels of government, and trail user organizations. This position will report to the Statewide Trails Program Planner, Environmental Analyst 2, SG- 23.

The Environmental Program Specialist 1 duties include but are not limited to:
• Assist in the development and implementation of the Statewide Trail Plan and other statewide and facility planning documents; support the comprehensive planning process.
• Work closely with staff in regions in the planning, design, and environmental review of trail projects for agency Parks and sites.
• Conduct field work including but not limited to site analysis, layout, environmental suitability, and more, for trail projects on agency parks and sites.
• Collect data to evaluate trail accessibility. Analyze and publish data for reporting, trail signage, and public information.
• Solicit, review, and prioritize trail project applications for capital funding.
• Work effectively with Geographic Information Systems (GIS) specialists, environmental analysts, stewardship and recreation planners and other OPRHP staff in the development and review of trails projects as well as plans, reports, and other documents.
• Assist in the development of trails-related policy and standards documents.
• Assist in the management of the agency Empire State Trail Program including public and partner communication and materials distribution.
• Compare and review park/site trail projects with existing comprehensive plans and other planning documents for consistency and environmental review compliance.
• Support the Recreational Trails Program (RTP) through such actions as: project application reviews, prioritization of projects for state-round applications; development of Safety and Education programs and projects; assist with development of grant rating criteria.
• Collaborate on trail initiatives, cooperative agreements, and similar matters with partners at the federal, state, and local level.
• Work with staff to develop and manage purchasing and contracts from external vendors for related products and services.
• Work effectively with Regional Directors, facility and park managers, capital, and other agency staff statewide.
• Providing administrative and technical support for the New York State Trails Council.
• Assist with agency public participation such as informational meetings and hearings.

For the Environmental Program Specialist 1, SG 18 you must also have:
Either 1. Two years of qualifying professional experience*; OR
2. A master's or higher degree qualifying degree** AND One year of qualifying professional experience*
*Qualifying experience is defined as: Experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement(solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.

*For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Your name will be restricted from appointment from the eligible list until your position is covered in the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position.

COMPETITIVE QUALIFICATIONS:
Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive or 55-b/55-c service as Environmental Program Specialist 1, SG-18.
Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Professional Careers Opportunities eligible list or Public Administration Traineeship Transition Program eligible list.

Transfer Qualifications:
Eligible for transfer under Section 70.1 of Civil Service Law which requires one year of permanent, competitive status in a qualifying title. Qualifying titles include, Biologist (All Parenthetics), Environmental Program Specialist 1 (Natural Resources), Climate Policy Analyst, Engineer Trainee, Environmental Analyst 1, Environmental Engineering Technician 3, Environmental Radiation Specialist 1, Geologist Trainee, Mined and Land Reclamation Specialist, Pesticide Control Specialist 1, Pesticide Control Specialist 2, Public Participation Specialist 1, and Sanitary Construction Inspector 2.
55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above.
