Duties Description Under the direction of the Deputy Commissioner for Technology, SG-NS, the Principal Health IT Analyst (Project Director, SG-31), will be a key player in leading critical digital transformation initiatives directly impacting New York State citizens. The incumbent in this position will provide strategic technical leadership for innovative health IT solutions and will act as the key liaison between business and technology teams. The incumbent will leverage their deep expertise in application and data analysis to deliver impactful solutions.

Specific duties will include but are not limited to the following:



• Lead end-to-end solution analysis for digital health platforms, focusing on scalability, security, and usability.

• Ensure analysis supports business goals, KPIs, and OKRs. Serve as a primary technical advisor to leadership and partners, championing best practices

• Develop and lead analysis processes for architecture reviews, establish standards, and contribute to a streamlined technology strategy and achievable roadmap.

• Translate conceptual engineering into deliverable plans, ensuring high-quality, on-time execution. Lead with unwavering ownership and a commitment to continuous improvement.

• Champion long-term architectural vision, foster innovation, and ensure system-wide integration and interoperability (EHRs, APIs like FHIR/HL7).

• Help guide the evolution of cloud-native platforms, microservices, and APIs.

• Perform full range of supervisory duties.

Minimum Qualifications 9+ years of experience in Information Technology, with 5+ years in a Senior Analyst or IT framework design -related role along with 2+ years of experience in technical, application, and data analysis.

The following degrees may substitute for the general experience as indicated:
• Associate’s degree and seven years of experience.
• Bachelor’s degree in Information Technology or closely related field and five years of experience.
• Master’s degree in computer science or related field substitutes for an additional year of experience.
• Doctorate in computer science or related field substitutes for an additional 2 years of experience.


Preferred Qualifications:


• Prior healthcare industry experience.

• Cloud-native experience (GCP, Azure, AWS).

• Experience with FHIR, HL7, and healthcare interoperability standards.

• Microservices, APIs, modern frontend frameworks.

• Demonstrated experience driving digital transformation for federal, state, city, and local health departments, including health facilities, public health data, and citizen engagement.

• Comprehensive understanding of data modeling, ETL, and data warehousing.

• 9+ years in IT, with 5+ years in a Senior Analyst or architecture-related role.
