Duties Description Travel throughout several counties to areas not served by public transportation is required (30%).

The Public Health Specialist’s (PHS’s) will enforce the provisions of New York State's Public Health Law (PHL) and other State and federal laws, rules, and regulations relating to community environmental health, sanitation, and safety. The incumbents will conduct on-site inspections to evaluate environmental health conditions and regulatory and code compliance to improve the health, safety, and well-being of individuals and the public.

PHS’s in the Department's District Offices play a pivotal role in ensuring that environmental health facilities meet or exceed the standards set forth in various laws, regulations and best public health practices. The incumbents will be responsible for conducting inspections at food service establishments, children's camps, hotels/motels, etc.; conducting sanitary surveys; reviewing operation reports; sampling results and compliance schedules; and responding to reports of possible contamination at regulated facilities.

The incumbents will also be tasked with the preparation of inspection reports, correspondence to operators citing deficiencies, and informing operators of corrective actions. The PHS’s will prepare and present enforcement actions against facilities found in non-compliance. The incumbents will play a critical role in the education of operators, owners, and the general public regarding environmental health issues. The PHS’s will also provide training and technical assistance to facility owners or operators.

Minimum Qualifications NY HELPS Minimum Qualifications:

A qualifying bachelor's or higher degree*; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours.

Candidates with advanced degrees and/or relevant experience may be appointed at a higher level at agency discretion.

Transfer and Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1, Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Public Health Specialist 1, Grade 18 or Trainee.

Preferred Qualifications: The preferred candidates will have experience conducting inspections to determine compliance with Federal, State or local environmental health laws, regulations, or established public health standards. They will also monitor public health environmental hazards and/or develop methods to control and eliminate such hazards or the spread of disease. The preferred candidates will also possess the ability to communicate effectively, work independently, and in a group. The preferred candidate will also have the ability to manage their time within the office and in the field.
