Duties Description Under the direction of a Contract Management Specialist 2, the Contract Management Specialist 1 will participate in all activities relating to the procurement of goods and services for competitive and non-competitive procurements.

Duties include, but are not limited to, the following:

• Assist with development of solicitation documents, such as Requests For Quotations, Requests For Qualifications, Invitations For Bid and Requests For Proposals.
• Work with program staff in the development of specifications.
• Draft contract documents for solicitations and single and sole contract awards.
• Assist in all aspects of the procurement solicitation and award process, including: release of the solicitation document; posting of ads related to the procurement; outreach to known vendors, including certified Minority and Women-Owned Businesses and certified Service-Disabled Veteran-Owned Businesses; scheduling of evaluation committee meetings and reference checks; participation in evaluation meetings and recording of supporting information; preparation of award documents; conducting research regarding vendor responsibility; award notification; posting to appropriate websites and drafting correspondence to approval agencies – the Office of the Attorney General and the Office of the State Comptroller – in submission of contracts and related materials; and maintaining contact with these agencies to secure contract approval.
• Obtain quotations and perform purchasing transactions from Preferred Sources, OGS Centralized Contracts, and the open market.
• Interact with the New York State Business Service Center and utilize the Statewide Financial System (SFS) to process Requisitions and Purchase Orders and complete other associated procurement functions relative to all types of contract and purchasing transactions.
• Review documentation for accuracy and file accordingly.
• Create and/or update complete procurement records for all transactions.
• Prepare contract amendments and extensions.
• Perform contract maintenance tasks to ensure proper contract compliance is maintained throughout the term of each contract.
• Prepare vendor correspondence.
• Ensure compliance with federal, NYS and Commission regulations, statutes, policies and procedures.
• Review vouchers to assure proper billing under the terms of the contract and work with the Commission’s Finance Office staff to resolve any issues regarding payment.
• Assist with Freedom of Information Law requests.
• Work with Commission M/WBE staff to encourage Minority- and Women-Owned Businesses and Service-Disabled Veteran-Owned Businesses participation in the purchasing process.
• Maintain status reports, track effective dates for contracts to ensure timely procurements upon expiration, and complete periodic procurement reports.
• Assist with maintenance of the Commission’s weekly contract status report.
• Schedule appointments, track schedules, maintain office files, and supplies.
• Undertake special assignments as directed.
• Other duties as assigned.

Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Contract Management Specialist 1

OR

Eligible List Appointment: Candidates must either be a Gaming Commission employee reachable for appointment from the current internal Public Administration Traineeship Transition (PATT) eligible list; OR be reachable on the current statewide PATT (if internal list is exhausted) OR have standing and be reachable on the current Professional Careers Opportunities (PCO) eligible list.

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.

Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Contract Management Specialist Trainee 2:
Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Contract Management Specialist 1:
Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

* An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. Additional Comments Prohibition against Playing and Wagering:

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
Pre-Employment Restrictions:
The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
