Duties Description Under the direction of the Managing Investment Technology Systems Officer (ITSO), the ITSO will work with investment, compliance, risk, and operations staff to identify investment systems and infrastructure needed to support activities that address organizational strategic initiatives and projects. This position is based in the Albany or New York City office. The ITSO will:
• Provide dedicated IT and operational support for the NYS Common Retirement Fund (CRF).
• Develop custom applications, reporting solutions and integrations in .NET (Core)/C#.
• Work with investment system vendors (i.e., MSCI, Bloomberg, FactSet, etc.) to provide and consume data feeds for investment officers.
• Create ad-hoc reports for CRF executive staff and investment officers.
• Act as liaison between the CRF, Chief Information Office and Information Security Office to identify internal systems and/or services that meet CRF needs, onboard new investment systems and ensure CRF compliance with internal IT policies.
• Develop and maintain expert knowledge of investment technology systems, monitor industry trends, and create business cases as-needed.
• Assist legal, finance, and procurement with the execution of technology related agreements and implementations.
• Assist with projects to modernize the investment technology stack used by the CRF.
• Partner with other investment operations staff to develop and reinforce system and process standards.
• Troubleshoot, escalate and remediate issues with third-party vendors, and communicate and inform investment staff to minimize disruption.
• Complete various other duties as assigned by CRF management and the Director of Operations.
Minimum Qualifications • Bachelor’s Degree in IT/MIS/Computer-Science, Finance, Mathematics, or similar degree.
• At least three years of experience in IT, Finance, or related industry required.
• At least two years of experience in an investment technology role required (application administration, data mining, AI/ML, and/or application development).
Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:
• Experience with .NET, C#, SQL Server and Excel.
• Familiarity with Project and Program Management process and ability to use the associated tools (MS-Project, etc.).
• Experience upgrading and/or implementing new investment solutions to fit existing in-place mature business processes that need to be reconciled with new solution functionality.
• Experience supporting investment management integrated solutions (MSCI, BlackRock, Bloomberg, FactSet, or ABOR/IBOR solutions) within an asset management, endowment, or pension fund environment.
• Familiarity with Virtual Data Room, Digital Signature, and CRM solutions.
• Experience with integrating Market Data Providers into the investment solutions environment.
• High ethical standards and commitment to the fiduciary responsibilities of a pension fund.
• Exceptional work ethic and attention to detail, team oriented, and committed to excellence.
• Strong analytic and problem-solving skills.
• Exemplary communication, interpersonal, and presentation skills.
• Ability to work independently as well as collaboratively with all levels of staff and management.
• Strong attention to detail including the ability to detect errors and take corrective action.
• Demonstrated understanding of the financial services industry and its processing models, multi-asset language, and products.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
