Duties Description Advises the Commissioner, Executive Deputy Commissioner, Chief of Staff, and Deputy Commissioners in handling sensitive matters that have the potential to significantly affect agency policy, budget, and programs.
Formulates an integrated communications and digital marketing strategy to advance the agency’s mission and initiatives.
Coordinates communications activities with the Governor’s office, other State agencies, and relevant outside entities concerning communications events and activities.
Develops an agency-wide communications plan that integrates earned media, digital and social media, and web strategy, and paid digital marketing campaigns in order to advance the Department’s core priorities and initiatives.
Develops a multi-channel public relations and marketing strategy designed to explain and focus public attention on the Department’s achievements and responsibilities.
Coordinates all agency marketing and social media presence in furtherance of agency-wide workforce needs and all high-level agency-wide initiatives.
Spearheads efforts to modernize and improve the Department’s website.
Provides strategic leadership, supervision, training, and evaluation to staff in the Public Affairs Group.
Minimum Qualifications A Bachelor’s degree in Communications, Marketing, or related degree and eight years of relevant experience*
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Preferred Qualifications: Demonstrated ability to quickly and effectively coordinate the work of Communications staff to execute integrated communications campaigns that merge earned media, stakeholder engagement, digital projects, and social media initiatives to meet the goals and objectives of the agency.
A thorough understanding of digital, text and online communications, including but not limited to Facebook, Bluesky, X, LinkedIn, and Instagram.
Experience with digital advertising planning and buying, including direct buys through self-serve platforms and DSPs
Exceptional written and verbal communication skills.
Strong leadership and team management abilities.
Ability to analyze and interpret data to inform communication strategies.
Ability to think strategically and manage multiple projects simultaneously.
Knowledge of branding and marketing principles.
Creativity and innovation in developing communication strategies.
Additional Comments Full-time, permanent, non-competitive appointment.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
