Duties Description Under the direction of senior team members within the Chief Information Security Office (CISO)/ Cybersecurity Governance & Compliance (CGC)/Cyber Education and Awareness section, the incumbent will be responsible for assisting with the development and delivery of tabletop exercises for State Agencies in support of the CISO cybersecurity education and awareness program. As part of the Education and Awareness team, the candidate may also be asked to assist in the execution of cybersecurity exercises and training or outreach and awareness activities for the Chief Information Security Office (CISO).

The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.

Specific duties include, but are not limited to:

• Support in the development and facilitation of tabletop exercises.
• Expand tabletop exercise offerings based on evolving cyber landscape.
• Build customized tabletop scenarios in coordination with external stakeholders.
• Assist in the development of documents for exercise scenarios, including after-action reports and improvement plans.
• Develop, review and edit scenarios, after-action reports and executive summaries.
• Schedule planning meetings to coordinate exercise development.
• Assist with the development of written materials, presentations, and other resources to promote tabletop services.
• Present tabletop exercise overviews to stakeholders.
• Communicate and coordinate with stakeholders prior to exercises for necessary approvals and content validation.
• Assist in the coordination of exercise and training requirements including venue and equipment.
• Fulfill needed role(s) in tabletop exercises – Facilitator, Observer, and/or Data Collector.
• Collect and analyze feedback on tabletop services.
• Maintain accurate records and metrics on all tabletop exercises and provide detailed reports and feedback to internal stakeholders.
• Continue to enhance cybersecurity knowledge and skills to better gain the ability to provide subject matter expertise during tabletop exercises.
• Assist in cybersecurity awareness programs and activities in NYS, including representing ITS CISO at booth exhibits as needed.

Minimum Qualifications Information Technology Specialist 3 (Information Security)

Non-competitive: five years of information technology, cybersecurity, or information assurance experience**.

**Substitutions: A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience. An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience. A master’s degree or higher in computer science or related field substitutes for one year of required experience.

Preferred Qualifications:

• Bachelor's Degree with a concentration or major in Information Security, Cybersecurity, Digital Forensics, or a related field.
• Applicable Information Security certificate(s), including but not limited to:
o Certificate in Information Security Fundamentals (e.g., Security+, GSEC, CISF, GISF)
• Excellent oral and written communication skills, including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding.
• Demonstrated critical thinking, problem solving, presentation, and analytical skills.
• Demonstrated skill in facilitating meetings, listening, and negotiating between multiple stakeholders to drive results.
• Detail oriented with strong organizational skills.

• 2+ years’ experience in the following areas:
o Participating on multifaceted teams
o Project management fundamentals
o Technical writing

• Familiarity with:
o Presentation/Marketing concepts
o Phishing campaigns and associated preparedness
o Tabletop exercises
o Cybersecurity Awareness

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis.
