Duties Description Under the supervision of the Associate Administrative Analyst in SIB’s Civil Vendor Managed Network Unit, the Senior Administrative Analyst responsibilities could include, but are not limited to the following:
• Prepare correspondence, reports and other documents relevant to responsibilities or as requested by supervisor.
• Answer incoming telephone calls and emails by handling the request or redirect to other staff as appropriate.
• Perform special projects as requested by supervisor.
• Correspond with vendor and contributor agencies.
• Coordinate with our vendor and DCJS staff to transition agencies over to use of the network.
• Monitor and research vendor network related submissions.
• Perform assigned tasks related to the administration and oversight of contract provisions in relation to the Statewide Vendor Managed Civil Fingerprint Capture System.
• If working remotely, adhere to all agency policies and procedures regarding performing assigned work tasks remotely.
• Ensure all tasks are completed timely and accurately.
• Travel of approximately 5% may be required.
Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1, NS: Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
Administrative Analyst Trainee 2, NS: Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
Senior Administrative Analyst, SG-18: Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
COMPETITIVE MINIMUM QUALIFICATIONS:
Senior Administrative Analyst, SG-18: Permanent competitive service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
Administrative Analyst Trainee 1, NS: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year in a position SG-11 or higher, have a bachelor’s degree, and a passing score on a current or previous PCO or PATT exam.
