Duties Description The Deputy Counsel is responsible for assisting the General Counsel in managing the legal function of the organization. The incumbent will be expected to provide short-to-medium-term tactical direction and operational oversight. Under the direction of the General Counsel, the Deputy Counsel will act as the first assistant to the General Counsel and will also manage a portfolio of other programmatic responsibilities while assisting with the supervision of other attorneys assigned to project-specific items including:

• Administrative and Civil litigation.
• Audit Oversight and Support.
• Contracts and Procurements Support.
• Federal Policy and Grant Support.

In addition, the Deputy Counsel will serve in the following capacities for OASAS:

• Liaison with external entities, including the Office of Medicaid Inspector General, Office of Inspector General, Office of State Comptroller.
• Work with agency liaison on all external audits.
• Oversee and support agency staff on development of procurements and contracts.
• Supervise attorneys, paraprofessionals, audit, investigative and support staff in Counsel’s Office.

Minimum Qualifications Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and seven years of relevant post-bar experience.

Relevant preferred experience includes experience in the legal field dealing with issues related to substance use disorder, public health, federal grant management, audit management, contract management, or government or not-for-profit administration.

Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
