Duties Description Under the direction of the Program Director, the Health Care Surveyor Nurse 4, ensures that surveyor staff follows the federal and/or state survey process, follows protocols and uses all appropriate survey tools. Supervises staff including submission of probation and performance evaluations reports within the required timeframes. Monitors and responds to staff leave requests and review travel and timesheets within the required timeframes. Trains new and existing staff. Ensures survey team develops and completes Statements of Deficiency using Principles of Documentation and reviews and approves Plans of Correction within required timeframes. Ensures surveys are scheduled, completed and closed within the mandated timeframes. Oversees and performs quality assurance/improvement activities. Responds to telephone inquiries, complaints and assigns appropriate staff to investigate or review complaints/allegations. Interacts with facilities, agencies, providers and the public in a professional manner. Participates in emergency preparedness drills and responds to emergencies. Assists in coverage in the absence of the Program Director and participates in Regional Area Office Director on-call.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing), SG25 OR a NYS employee with one year of permanent or contingent-permanent, competitive, status in a title SG23 or higher and eligible to transfer under Section 70.1 AND be able to meet the non-competitive requirements below.
Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.
Substitution: A master's degree in nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience.
Preferred Qualifications: Experience working in and managing/supervising staff in acute care facilities, preferably with knowledge of end stage renal disease and dialysis center treatment. Knowledge of surveillance, recertification, and complaint survey process and State and Federal laws and Regulations; strong leadership skills in management of professional staff and committee participation; supervisory experience; ability to motivate staff and correct performance issues; quality assurance and performance improvement and competency assessment experience; staff training/staff development experience; excellent critical thinking and problem solving; communication, computer, written and organizational skills; ability to function independently, prioritize and address multiple tasks and responsibilities; scheduling expertise.
Additional Comments Full time, permanent appointment. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation is required. Current and continued registration with the NYS Education Department to practice as a Registered Nurse is required for employment.
Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Salary Grade 25 ($108,576 - $121,413) and an additional Geographic Pay Differential of $35,000 and Downstate Adjustment of $4,000.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
