Duties Description Under the general direction of the Program Manager, the PMCS takes a lead role in guiding projects receiving Section 8 Project Based Voucher assistance to completion and to ensuring ongoing compliance.
Responsibilities include, but are not limited to:
• Provide training to developers on the AHAP and HAP process and requirements; answer questions and serve as a subject matter expert regarding the integration of federal requirements for PBVs with other state and federal funding sources.
• Complete approximately 20-35 AHAPs and HAPS for PBV vouchers granted through the PBV RFP annually.
• Communicate closely with Project Managers in HCR’s Multi-Family development office regarding new construction projects granted PBV vouchers to support the completion of the HAP and AHAP and track new construction progress for projects in the development pipeline. Provide accurate information about the PBV program and process to Project Managers, Underwriters, Project sponsors, and owners;
• Coordinate between developer attorneys and HCR legal staff as necessary.
• Provide administrative and quality assurance support for the PBV RFP process; score and evaluate proposals and facilitate deliberation and scoring in the Program Manager’s absence.
• Ensure developers are following PBV process and procedures through the AHAP/HAP process.
• Communicate with Local Administrators regarding upcoming projects in their region within 180 days of project contract completion; set deadlines and facilitate timely completion of the review, inspection and lease-up process.
• Schedule and lead meetings with Developers and/or LAs regarding PBV contracts or issues.
• Process any PBV contract amendments to remove unoccupied units, add units that had previously been temporarily removed, or changes required under the HCVP Administrative Plan within 14 days of change.
• Maintain ongoing tracking of PBV project listing. Submit monthly VMS numbers and provide effective data collection and reporting.
• Initiate PBV Audits and identify compliance risks; Recommend enforcement actions and/or additional training and technical assistance as necessary; Update audit forms, tracking and reporting as necessary; provide audit support for all existing projects.
• Coordinate monitoring and compliance activities with HCR’s Asset Management Unit.
• Review monthly reports and quarterly LA reports on PBV vacancies; Make recommendations re: recapture of underutilized PBVs.
• Analyze underwriting to support submission of Subsidy Layering Reviews
• Coordinate process of Environmental Review and remain current on all federal requirements including but not limited to Davis Bacon, NEPA, etc.
• Assist with administrative tasks for project-based vouchers and additional tasks for program directors as needed.
• Annual travel percentage: 25%.
Minimum Qualifications QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Six years of experience analyzing data related to the development and implementation of policies associated with the various housing programs; providing guidance to the public including builders, sponsors, community organizations, local officials, landlords and tenants; or performing inspections or monitoring housing projects.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.
55B/C QUALIFICATIONS:
Candidates must meet the open competitive minimum qualifications for this position. Please be sure to submit your 55B/C letter.
Preferred Qualifications:
• Bachelor’s degree in related field
• Proficiency in Microsoft Word and Adobe Acrobat
• Experience in project management
• Excellent communication skills
• Self starter with ability to meet deadlines
• Strong customer service focus
• HCVP and PBV Certification a plus
• Minimum 3 years PBV experience required

Candidates who are brand new to state service will start at the hiring rate of the position, which is $66,951 plus $4,000 in location pay.
