Duties Description The Special Assistant, serving as Director of Operations, will report to the Executive Deputy Commissioner and provide direct oversight of the agency’s Office Services and Emergency Management activities, and supervision of the Logistics Coordinator.
As lead of the agency’s emergency management efforts, this role is responsible for assessing and mitigating the potential impact of natural disasters and other emergencies. The incumbent will review all existing agency policies and procedures to identify strengths, weaknesses, and gaps and ensure information is kept up-to-date; will oversee training and develop appropriate materials and guidance for staff; will act as liaison to other agencies and stakeholders and represent the agency at meetings, forums, events, etc. related to State emergency management and response; and collaborate with local governments and providers to support local emergency preparedness for substance use disorder providers.
This role is also responsible for overseeing the agency’s Office Services to ensure all agency assets are safeguarded and monitored; coordinate records retention activities; work with the NYS Office of General Services on all issues related to space including analysis of lease renewal options, establishing new leases, coordinating renovation/expansion/contraction of agency space, and visiting and evaluating existing and potential offices sites; and work closely with the Director of Strategic Information Management on issues related to the agency’s technology infrastructure.
The incumbent will also act as the liaison between the agency executive staff and the Office of Human Resources Management, Division of Fiscal Administration, and Division of Addiction Treatment Centers for projects such as onboarding staff; assisting with purchasing supplies, furniture, equipment, etc.; as well as assisting with logistical coordination related to maintenance and constructure. These activities relate to all OASAS administrative offices, and 12 direct care sites located throughout the State.
Minimum Qualifications A bachelor’s degree and seven (7) years of progressively responsible experience in the fields of government administration, facility or operations management, emergency management, or a closely related field. An additional four (4) years of experience may substitute for the bachelor’s degree. A J.D. or master’s degree can substitute for one year of specialized experience; and a Ph.D. may substitute for two years of specialized experience. Two years of experience must have been at a managerial level.
This individual should possess a proven record of project management and effective supervision. They should be an organized self-starter who can work independently as well as in a group setting. The successful candidate will need to become personally familiar with all OASAS sites and facilities and will be expected to make routine visits to all locations around the State. Travel anticipated to be 25%.
