Duties Description The COS 4 reports directly to the Regional Director, and ensures adequate communications with Central Office and regional Director regarding all matters necessary for the successful conduct of Region 9 Operations.

This position works closely with others and independently to ensure full support for meeting the agency's mission, including but not limited to:

* Maintaining safety of vehicles, including balancing vehicle resources across programs and regional locations.

*Provide overall supervision and direction to regional Operations staff. This includes staff compliance with Department policies, including employee evaluations, and regular staff meetings.

* Providing adequate oversight to ensure proper equipment and facility management, including adequate inventory procedures.

* Ensuring and overseeing proper documentation and full use of SFS and other systems for tracking activities and expenditures.

* Directing construction and maintenance activities in support of and in consultation with various departmental programs.

* Overseeing activities at all departmental recreational facilities (state lands, campgrounds, day use areas, etc.) and ensure proper integration and communications with Recreation and program staff in the region and Central Office.

* Communicating with regional and central office Emergency Response staff and coordinate efforts on emergencies.

* Coordinating with Regional Director and Natural Resources Supervisor in developing capital spending plans and priorities, and seek to achieve efficiencies in expenditures within budgetary constraints. This includes annual work planning meetings with programs in late winter.

* Providing oversight regarding regional flood control projects and coordinate with DOW staff and local municipalities as appropriate.

* Coordinating and overseeing all JOC work within the region.

Minimum Qualifications Minimum Qualifications for Provisional Appointment

You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as a Conservation Operations Supervisor 3.

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and:

Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.

Non-Competitive Promotion (NCP) Qualifications:

To be eligible for NCP, candidates must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as a Conservation Operations Supervisor 3.

Additional Comments The incumbent of this position will shadow the current Conservation Operations Supervisor 4. This is a six-month temporary budgeted item with the likelihood of leading to a permanent position. Details will be discussed at the interview.
