Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the IES Financial Analyst, the IES Procurement Analyst will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will assist and manage all IES software procurements via the request for quote (RFQ) process, support the Financial Analyst with budget, claiming, spend tracking, and two-tiered procurement processes for staff augmentation, and Purchase Orders (POs). The incumbent will provide guidance to program staff and vendors/contractors to facilitate the procurement/RFQ process, ensuring all control requirements are met, monitor the invoice payment process for all procurements; monitor purchasing process. This position will assist the Finance team with various budget and finance activities including invoicing, budget reporting, and tracking of spend and procurement.
Duties Include but are not limited to the following:
• Assist and manage the software procurement (RFQ) process, while working closely with IES technical staff, ITS VSM and vendors/resellers.
• Assist with vendor invoicing and communication with vendors to work through any discrepancies and ensure timely submissions.
• Monitor, track, and report on current IES spend.
• Assist with the preparation of monthly budget reporting for IES management and program stakeholders.
• Monitor internal financial controls and procedures including change control and contracts.
• Monitor and track IES claiming for Federal reporting.
• Assist with development of the IES Application Planning Document (APD).
• Manage IES Finance shared mailbox.
• Track and report out on Staff Augmentation procurements and contracts.
• Provide inputs to federal and executive reports.
• Monitor, track and report out on Key Performance Indicators (KPIs).
• Assist with State Financial System (SFS) transactions such as purchase orders; and
• Perform other duties as assigned.
Minimum Qualifications Minimum Qualifications
Four (4) years of experience in procurement, operations management, finance, or related field.
A Bachelor’s degree may substitute for 2 years of experience.
A Masters may substitute for an additional year of experience.
Preferred Qualifications:
• Experience in state or local government procurement
• Proficient in Microsoft Office (Excel, Access, SharePoint, PowerPoint, Visio, Project, Word, Outlook)
• Experience in Health and Human Services (HHS)
• Master’s degree in related field
