Duties Description The NYS Commission on Ethics and Lobbying in Government (COELIG) seeks a Training Associate I to assist the Training Unit in development, administration and delivery of innovative training programs on State Ethics and Lobbying laws serving over 300,000 New York State executive branch officers and employees and those firms and persons registered with the NYS Commission on Ethics and Lobbying in Government (“Commission”) to lobby on the State and local levels in New York State. Under the direction of the Senior Deputy Director of Ethics Training and the Assistant Director of Training, the Training Associate I will:
• Assist with the design and delivery of training that supports the Commission’s Ethics training and outreach programs for officers and employees in New York State agencies, including public benefit corporations, public authorities, the State University of New York, and the City University of New York. The diversity and complexity of this workforce will require development and delivery of multiple training courses in various modalities to meet the specific needs of a State agency, its mission and its officers and employees.
• Assist with the design and delivery of a variety of trainings that support the Commission’s Lobbying training and outreach programs for firms and persons registered with the Commission as Lobbyists and Clients throughout New York State. The content of these trainings includes the financial reporting, ethical and other requirements set forth in Legislative Law Article 1-A (“The Lobbying Act”).
• Assist with the development and expansion of eLearning and distance learning programs utilizing the latest technology and computer-based solutions, including but not limited to, the Statewide Learning Management System (“SLMS”), video conferencing and eLearning software such as Articulate Rise and Camtasia.
• Deliver live, instructor-led training to State agencies multiple times weekly. This position may require statewide travel; details will be discussed during the interview process.
• Assist the Training Unit in developing specialized courses and programs tailored to meet specific needs within the regulated community.
• Assist and support outreach efforts with the regulated community (i.e., Ethics Officers, Training Directors, and other Agency Contacts at State agencies)
• Manage, monitor and report the compliance statistics of statutorily mandated trainings for State officers and employees and Lobbyists by utilizing web-based systems and computer software such as SLMS, Access, and Excel. Strong excel skills are preferred and candidates with experience filtering and analyzing data will be given preference.
• Serve as an information and educational resource for the regulated community and other organizations including local governments, special interest groups, not-for-profit organizations and academic institutions that regularly contact the Commission for information and guidance in the field of government Ethics and Lobbying.
• Assist in the design of professional training materials and flyers using Adobe InDesign, Microsoft PowerPoint, Articulate Rise, SnagIt Editor, and other desktop and online publishing software.

Minimum Qualifications Two years’ experience in the training profession including the live delivery of instructor-led courses and presentations; ability to acquire working knowledge of applicable Ethics and Lobbying laws; excellent oral and written communication skills; familiarity with web-based training programs, ability to acquire working knowledge of a structured database as well as desktop publishing and video conferencing systems recommended. On occasion, the ability to travel may be required. This will be discussed further upon interview. Bachelor’s degree preferred.
