Duties Description •Provide administrative support to the Mined Land Reclamation Specialists for permit applications and other program directives;

•Entry of new applications and jurisdictional inquiries into the associated tracking systems and distribution to assigned staff;

•Provide information and assistance to the public by responding to phone inquiries, individuals who come to the office, and general written inquiries;

•Screen assigned applications to determine state-regulated resources or activities utilizing Geographic Information System software and data;

•Review applications in consultation with technical staff and provide recommendations on issuance to Permit Administrators.

•Perform detailed site inspections, as needed, to assist Mined Land Reclamation Specialists. Inspections would require the Environmental Engineering Technician 2 to evaluate existing conditions and compliance with the Mined Land Reclamation Law, regulations, approved plans, and permit conditions;

•Issue inspection letters and Notices of Violation under the direction of the Mined Land Reclamation Specialist II;

•Assess reclamation work;

•Investigate complaints;

•Calculate financial security.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Qualifications for NY HELPS:

Five years of experience in engineering or engineering technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; geology or geology technology; or as a surveyor or a drafter;

OR

graduation from high school and two years of qualifying experience;

OR graduation from a high school technical program in aeronautics, architectural drafting, chemistry, electricity, electronics, mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems, or computer circuitry; and one year of qualifying experience;

OR

36 college semester credit hours in any combination of the following: engineering, geology, environmental science, natural or physical science, drafting, mathematics, or surveying.

Promotion:

One year of permanent competitive or 55 b/c service as an Environmental Engineering Technician 1.

Reassignment - Currently in the title and an employee of DEC.

Reinstatement Eligible - Previously held the title or a title approved for transfer as noted below on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service in a title that has been approved for transfer in accordance with Section 70.1 of the Civil Service Law. 55-b/55-c Appointment – Must meet minimum qualifications listed above. Please note that if applying under the 55-b/55-c program, candidates must include with their resume or application a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
