Duties Description Reporting directly to the Administrative Officer 7, M6, The SG-23 will serve as the senior statewide authority for all Quartermaster operations and the central administrator for the Ballistics Protection Program. Responsibilities include:
DUTIES

MAILROOM OPERATIONS:

Oversee mailroom operations for Division Headquarters, Academy, Forensic Investigation Center and Troop G Headquarters locations.

Supervise the receipt, sorting, and distribution of mail & packages.

Oversee logging of packages & audit shipping invoices.

Oversee bulk mailings.

Ensure compliance with USPS and other carrier regulations and guidelines, including regarding shipping of hazardous or biomedical packages.

WAREHOUSE & INVENTORY OPERATIONS:

Oversee warehouse and inventory operations for agency uniform and equipment stock.

Provide policy and operational direction to staff in Division Headquarters, Academy, and all Troop quartermaster locations.

Serve as the agency administrator and trainer for the statewide quartermaster / inventory system.

Prepare statewide stock/equipment orders for submission to Division Finance.

Supervise G18 staff responsible for monitoring inventory levels and approve supply requisitions which includes operational oversight of workflow.

Research items for purchase and provide recommendations to uniform and equipment committee.

Review and approve requests for office supplies.

Coordinate the transfer and disposal of surplus property with OGS.

Assist in maintaining uniform statewide standards, policy, and compliance procedures.

Ensuring audit readiness, inventory accuracy, and property accountability across 10 troop Quartermaster offices.

Maintain records of agency fixed assets.

Oversight of the New Quartermaster Inventory Management System:

Lead the system’s statewide rollout, data migration, workflow development, and initial and ongoing training.

Oversee user permissions, compliance audits, and accuracy controls.

Ensure inventory data integrity for the entire Division.

BALLISTICS PROTECTION PROGRAM:

Administer the program for the issuance of ballistic protective equipment to all sworn and certain civilian employees.

Maintain statewide inventory of all issued body armor, and carriers, including expiration dates, sizing, model/type, and employee data.

Provide policy and operational guidance to Division, Academy, and Troop QM staff regarding the agency body armor program.

Ensure employees receive the specified body armor for their position/title including for specialized units (SORT, BCI, etc.).

Establish an operational plan for the fitting and ordering of body armor for new employees as well as for expiring vests, including for employees on extended leave.

Establish a budgetary plan for body armor orders and work with Division Finance to issue purchase orders as required.

Coordinate with the vendor, Academy, and troops to schedule fittings, resolve issues, streamline deliveries, and distribute to employees.

Receive body armor from employees due to promotion, transfer, retirement, or expiration & process accordingly.

Oversee the NIJ-mandated expiration tracking for all soft armor and plates and ensure Compliance with OSHA, NIJ, and legal liability standards.

Meet with vendors regarding new technology or equipment functionality and prepare summary information for the uniform & equipment committee review.

Maintain accounting and tracking of ballistic shields, helmets, and all ballistic protection equipment.

Minimum Qualifications One year of permanent service as a G18, Assistant Office Services Manager.

Or

A bachelor’s degree and at least one year of permanent service in an SG-18 title with responsibilities involving data, process, or policy research and analysis.

Or

Seven years of experience in warehouse and inventory operations.

Must be able to demonstrate the ability to travel between Division Headquarters in Albany, New York and Troop G in Latham, New York as frequent travel is required.

PREFERRED QUALIFICATIONS

At least two years of experience overseeing warehouse and/or inventory operations, supervising lower-level staff.

Experience managing law enforcement and/or military inventory and equipment.

Experience performing data analysis utilizing spreadsheets and other electronic analytical tools.

Minimum qualifications must be met by the closing date of the posting.
