Duties Description SUMMARY: Under the general direction of the Tolling and Data Insights Manager, the Senior Administrative Analyst is responsible for the creation and administration of a DMV suspension program; ensuring accurate toll collection at the roadside through daily, weekly and monthly audits; and data analysis using advanced query and visualization tools. The position includes providing detailed analytical support in monitoring and improving the daily E-ZPass and Tolls by Mail transaction processing from the Roadside System to the Back Office.
Minimum Qualifications NY HELPS:
Six years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
* Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Skills/ Requirements: The ideal candidate will have demonstrated experience and abilities as follows:
• Self-sufficiency in the execution of their work
• Collecting, analyzing, evaluating, and summarizing data, including manipulation of data and information
• Demonstrated skills in using visualization tools such as R-Studio, PowerBI, and Python)
• “Power User” / Advanced knowledge of Microsoft products: Word, Excel, PowerPoint and Access
• Ability to successfully handle multiple, time sensitive and concurrent priorities
• Monitors systems and methods of analysis to evaluate program activities and to analyze program improvement
• Gathering business requirements and translate them into technical reporting solutions
• Collaborate with stakeholders to define metrics, reporting standards, and visualization best practices
• Provide training and support to end users on dashboard functionality
• Gather, research, and analyze a wide variety of information that may be confidential and/or complex; use intuition and experience to complement data and present analyses
• Anticipate challenges, be proactive and troubleshoot effectively
• Support strategic planning to develop and implement new initiatives
• Lead, advise, or support others when assigned to special projects
• Communicate effectively, both orally and in writing
• Apply strong analytical reasoning in a variety of situations
• Demonstrate business acumen, integrity, and good judgment
• Be flexible and work in a fast-paced, operational setting, successfully working with teams in all levels of the organization
• Work collaboratively with agency staff, representatives of State and local governments, and regulatory authorities about projects
