Duties Description The Veterans Home Finance Officer position will serve as the Deputy Fiscal Director of the Health Facilities Management Program (HFM) for all financial activities associated with the four New York State Veterans Homes and its Centralized Billing Office.
Under the direction of the Fiscal Officer of HFM, the Veterans Homes Finance Officer will be responsible for the management of a Centralized Billing Office; management of facility fiscal supervisors and associated facility fiscal functions; management of central office fiscal administrative functions
For the management of a Centralized Billing Office the Veterans Home Finance Officer will be supervising medical billers consisting of state and agency resources; establishing and fostering a strong collaboration between the Centralized billing staff, the Central Office, and the Veterans Homes; evaluating billing functions to determine the most optimal billing process; ensuring billing procedures are followed and the monthly billing cycle is completed efficiently and effectively; overseeing and coordinating the collection efforts involving the Attorney General's office and other agencies, as needed. The Veterans Home Finance Officer will be responsible for the development, certification, and supervision of Medicaid and Medicare Cost Reports, and institutional Medicaid and Medicare cost reports; will ensure that institutional finance staff are trained in current cost reporting and billing practices and that financial management of revenue generation and billing is maintained at each facility
For management of Facility Fiscal Supervisors and Associated Facility Fiscal Functions the Veterans Home Finance Officer will monitor the revenue and expenses of each facility; Direct the development, maintenance and monitoring of the institutional revenue and expenditure budgets by facility; Act as a liaison for the institution program with DOH's Fiscal Management Group on budget issues; Develops and monitors facility and program budgets, forecasts shortfalls on a cash and operational basis. The incumbent will also design monthly institutional reports which include statistical data and revenue, and expense operating results; and monitor actual performance versus budget and will produce variance analysis; and will provide fiscal and administrative oversight over the program's procurement and purchasing processes.
For the management of Central Office Fiscal Administrative Functions, the Veterans Home Finance Officer will be responsible for fulfilling procurement and purchasing needs, including program-wide procurements, conducting program-wide fiscal analysis and development of recommendations. They will also be responsible for the identification and correction of financial risks. In addition, they will have oversight of program auditing and implementation of audit recommendations.

Minimum Qualifications Transfers: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a position eligible for transfer under Section 52.6 of the Civil Service Law.

Open Competitive: bachelor’s degree in healthcare administration, business administration, finance, accounting, or a related field, AND five years of professional financial experience in a healthcare field. Two years of the experience must have been at a supervisory level. Substitution: master’s degree in healthcare administration, business administration, finance, accounting, or a related field may substitute for one year of the non-supervisory experience.

Preferred Qualifications: Five years of experience managing the financial operations of a healthcare facility with demonstrated competence in sustaining fiscal health via multiple health insurance reimbursement systems, Medicaid, Medicare, USVA, Third-Party Liability, Private Pay, Group Health Plans, Retiree Coverage. Experience in supporting healthcare facilities in transformation projects that achieve fiscal sustainability and high quality-care.

Additional Comments The Office of Health Facilities Management (HFM) is the office within the Department of Health (DOH) tasked with overseeing the operation of four DOH Operated Veterans Homes and its Centralized Billing Office, and Helen Hayes Hospital. HFM represents 1,200 - 1,500 state staff, 1,025 certified beds, and an operating budget of approximately $190 million.

Positions may be filled within one of the geographic regions of the DOH Veterans Homes located in and around Batavia (Western NY), Montrose (Mid-Hudson NY), Oxford (Central NY) and Queens (NYC).
