Duties Description The Statewide Financial System (SFS), New York State (NYS) government's accounting and financial management system, is seeking a strategic, decisive, and dynamic leader to serve as the Assistant Director of the Business Solutions Division. SFS, one of the largest public sector enterprise financial systems in the United States, is an independent entity jointly governed by the Office of the State Comptroller and the Division of the Budget. SFS staff provide extensive operational support to over 90 NYS agencies and authorities, as well as vendors and Not-for-Profit organizations who do business with them.
Under the direction of the Deputy Director of Business Solutions and Agency Administration, the Assistant Director of the Business Solutions Division (Division) will serve as a member of the SFS Leadership Team, helping establish the strategic direction of SFS and overseeing part of its daily operations. The Assistant Director is expected to be a strong leader responsible for overseeing the full scope of the Division, including teams of business analysts responsible for efficiently designing and delivering product solutions and a team dedicated to defining and maintaining cohesive system architecture standards. This leader must be capable of shaping and safeguarding system architecture design principles and be ready to direct a highly talented and motivated team of business analysts to design effective solutions for SFS customers in line with said standards.
The Assistant Director will be expected to set the strategic and operational direction of the Division and be accountable for the quality, consistency, and architectural integrity of all work delivered by its teams.
Major job responsibilities include, but are not limited to, the following:
• Provide clear direction and decisive leadership across the Division, including strong support for cohesive system architecture and the efficient operation of various business analyst teams who lead projects and deliver products.
• Preserve architectural design standards across a wide portfolio of SFS projects, making key strategic design decisions and resolving disputes between specific project designs and overall system architecture.
• Maintain discipline in the following of SFS design practices, including adherence to project management standards and software development lifecycle (SDLC).
• Establish a strong product management mindset, with a comprehensive vision of what the product should achieve and thorough understanding of the business process the product is meant to support.
• Represent the functional area at the Executive level, easily translating complex technical and architectural decisions into easily understood concepts to convey project status, risk, and business impact.
• Foster a culture of excellence, centered on teamwork, professionalism, customer service, discipline, accountability, and effectiveness.
• Oversee the Division’s staff, including managing resource allocation, balancing work capacity, supporting professional development and coaching, and maintaining strong participation with the employee performance evaluation program.
• Develop and monitor metrics and other relevant data points to determine the Division’s overall effectiveness in realizing objectives and identifying opportunities for continuous improvement.
• Interface with the stakeholders, such as SFS Joint Governance Board members, Project Officers, and agency Executives, to communicate relevant information, resolve complex issues, collaborate on policy matters, etc.
Minimum Qualifications Required Skills and Abilities:
• At least seven years of progressively responsible experience in the field of government financial operations, including experience as a supervisor/manager
• Strong leadership skills, a continuous improvement mindset, and a demonstrated ability to contribute to a positive work environment and motivate staff
• Demonstrated ability to effectuate positive change
• A commitment to exceptional customer service
• Outstanding communication skills – verbal and written – and interpersonal skills, with an ability to quickly build relationships of trust and collaboration with internal and external stakeholders at all levels
• Ability to help staff analyze complex situations and provide workable solutions

• Ability to build consensus amongst multiple stakeholders

Preferred Qualifications:
• Demonstrated leadership of complex IT delivery organizations, including multi-team or multi-program environments.
• Experience navigating organizational change and building new structures or functions within an existing organization.
• Proven ability to operate at the executive interface — advising, briefing, and representing to senior stakeholders.
• Familiarity with enterprise systems, ERP environments, or large-scale financial systems.
• Background in business analysis, enterprise architecture, or IT program delivery.
• Experience implementing and/or managing a PeopleSoft or other enterprise resource planning system, or similar enterprise-wide system; public sector experience preferred
