Duties Description The Office of Mental Health, Strategic Finance and Managed Care Group is recruiting for a Senior Health Care Fiscal Analyst (G-18) in the Bureau of Managed Care & Data Analytics, Billing Unit. The position supports the Bureau’s commercial billing activities, including monitoring and responding to inquiries from health plans and providers and maintaining accurate, public facing billing guidance. Job duties and responsibilities include but are not limited to the following:

- Coordinating annual updates to four program-, provider-, and site-specific fee schedules used by commercial insurers to comply with Part AA.
- Providing billing and technical assistance to providers and supporting development of
educational materials to improve stakeholder understanding of commercial reimbursement requirements.
- Assist with internal and external processes related to provider payment complaints and billing guidance related to behavioral health commercial reimbursement mandates.
- Serve as a liaison and collaborate with other NYS human service agencies including OASAS, DOH, OPWDD, and OCFS as well as other Divisions within OMH on billing issues.
- Support the development of communications originating from the Finance and Data Analytics Bureau, including guidance and policies issued to providers and MCOs related to behavioral health commercial billing and claims requirements.
- Monitor and review State and Federal healthcare and Medicaid statutes, regulations, and policies to identify pertinent billing and finance related issues and assess their programmatic and financial impact on NYS behavioral health managed care.
- Communicate and assist in developing briefings for key executive leadership on systemic MCO issues related to claims denial issues, provider viability, or member access issues.
- Collaborate with state agency partners to identify and investigate issues and prescribe solutions as needed.
-Attend and present at multiple stakeholder forums for behavioral health commercial billing or managed care.
- Other duties as assigned.

Minimum Qualifications Non-Competitive Qualifications for appointment under the NY HELPS Program:

Health Care Fiscal Analyst Trainee 1 (starting salary $53,764): A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration; or a bachelor’s degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing.

Health Care Fiscal Analyst Trainee 2 (starting salary $59,994): Meets the requirements for the Trainee 1 AND has one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, hospital or healthcare facility, or non-profit organization related to reimbursement rates, principles, and practices.

Senior Health Care Fiscal Analyst (starting salary $66,951): Meets the requirements for the Trainee 1 AND has two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, hospital or healthcare facility, or non-profit organization related to reimbursement rates, principles, and practices.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
