Duties Description The Capital Facilities Regional Manager 1 will be responsible for assisting in the direction of the capital programs of the New York City District. The selected candidate will report to the District Manager. The incumbent will provide administrative and technical direction in the areas of planning, design and construction of capital projects and supervises technical staff in the District.

Duties include but are not limited to:
• Manage and implement the master plan and the long-term capital plan; prepare and manage the capital budget.
• Assign staff according to expertise, the priority and schedule of capital projects, including coordinating staff resources when necessary.
• Monitor work performed by in-house staff, consultants, and contractors to ensure it is consistent with schedule, budget and standards.
• Meet regularly with in-house staff to review portfolio progress: project plans, specifications, regulatory compliance clarity and quality of the contract documents.
• Coordinate survey, environmental impact assessment, and easement activities.
• Prepare and review technical and administrative reports.
• Respond to emergency issues and calls, as needed in coordination with the Regional staff.
• Assure the overall capital budget is implemented properly within prescribed limits and that budget resources are shared when necessary.
• Meet regularly with regional staff to solicit capital needs, check the status of projects, discuss issues
• Coordinate plan and projects scope with internal and external stakeholders
• Participate in agency-wide Capital program conference calls, meetings, and training programs.
• Provide capital program planning, budget and project status reports upon request
• Periodically conduct proposed project presentations for agency executive staff for Albany design review.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

A New York State license and current registration as a professional engineer, professional landscape architect, or professional architect, and six years of professional experience in engineering, landscape architecture, or architecture, which must have included the design and construction of parks and recreation facilities. This experience must include three years of supervisory experience.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Professional Engineer 1 (Civil), Professional Engineer 2 (Civil), Professional Engineer 1 (Electrical), Landscape Architect 1, Landscape Architect 2, Architect 2, or Architect 1. The candidate must have a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Professional Engineer 1 (Civil), Professional Engineer 2 (Civil), Professional Engineer 1 (Electrical), Landscape Architect 1, Landscape Architect 2, Architect 2, or Architect 1 promotion exams.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

One year of qualifying permanent or contingent-permanent service as a Professional Engineer 1 (Civil), Professional Engineer 2 (Civil), Professional Engineer 1 (Electrical), Landscape Architect 1, Landscape Architect 2, Architect 2, or Architect 1. The candidate must have a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 27/M-2 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position. You must also have a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:

Only the titles listed are eligible. You must also have a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Capital Facilities Regional Manager 1, M-3: Starting salary (M/C) $132,783
(The starting salary indicated combines the statutory hiring rate for M/C M-3 ($115,283) Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000.) Similarly, the job rate posted is a combination of the statutory job rate ($145,682) and the Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000.

OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Ability to adhere to traffic laws and company policies, often monitored by GPS/telematics.
• At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Engineer, Architect, or Landscape Architect's License with current registration.
• Daytime, weekend, holiday and evening work may be required.
• Occasional travel is required.
• Candidate is expected to have proficiency in Excel, Word and Microsoft Outlook, and AutoCAD.

*NY HELPS Program:
For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted to promotional appointment until their position is covered into the competitive class by the New York State Civil Service Commission (CSC) or they otherwise obtain permanent competitive status. The Commission covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and July 11, 2025.
