Duties Description This position plays a critical role in the administration and oversight of Intentional Program Violations (IPV) for both Temporary Assistance (TA) and Supplemental Nutrition Assistance Program (SNAP). This position is responsible for, but not limited to, the following:
• Ensuring the accuracy and timeliness of local district SNAP IPV data as required by United States Department of Agriculture Food and Nutrition Service (USDA-FNS) for inclusion in the federal Electronic Disqualified Recipient System (eDRS);
• Obtaining and verifying TA IPV data from the local districts and maintaining the information in the NYS IPV Public Assistance database;
• Acting as the liaison with local districts regarding IPV reporting and policy questions;
• Acting as a member of the eDRS project team, working in conjunction with ITS, HRA, and FNS, to remain compliant with the federal mandates regarding eDRS matching;
• Assume role of OTDA's State Security Officer (SSO) overseeing access to eDRS;
• Monitoring and validating local district submission of aggregate data on the Quarterly Fraud Report (QFR) regarding fraud complaints, investigations, and outcomes;
• Using information from the IPV databases and QFR to compile reports as required by USDA-FNS;
• Providing relevant program compliance data and fraud statistics; and
• Assisting the Program Integrity team with various other initiatives as needed.

Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE QUALIFICATIONS:
For Trainee 1 level, four years of experience conducting comprehensive audits of the management, program, and fiscal affairs of social services programs and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with federal and state statutes, regulations, and billing protocols.
*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
For Trainee 2 Level, five years of experience conducting comprehensive audits of the management, program, and fiscal affairs of social services programs and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with federal and state statutes, regulations, and billing protocols.

*Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience.

For Full Level, six years of experience conducting comprehensive audits of the management, program, and fiscal affairs of social services programs and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with federal and state statutes, regulations, and billing protocols.
*Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Additional Comments A full-time permanent or contingent-permanent appointment will be made. This position may require up to 30% travel.
