Duties Description The Research Scientist will work within the Bureau of Quality Measures and Outcomes Research and will assist in a broad range of research, analysis, reporting, and evaluation activities. The Research Scientist will work under the direction of a senior level research scientist and will perform various activities to promote health care quality and patient safety at long-term care facilities and office-based surgery practice sites across the state. Responsibilities will include: contribute to the development, analysis, reporting, and evaluation of process, performance, and quality measures; write and/or update measurement methodologies and incorporate measure changes into SAS programs; run SAS and/or SQL programs to extract the required data elements, conduct necessary analysis, review output for accuracy, and report results to senior staff; prepare results for target audiences that are appropriate and accurate; develop a robust and high-quality analytic approach in response to questions, develop an understanding of various data sources, including but not limited to Minimum Data Set 3.0 (MDS), Statewide Planning and Research Cooperative System (SPARCS), Payroll Based Journal (PBJ), Office Based Surgery Adverse Event Reports, and Medicaid Data Warehouse (MDW); collaborate with other research scientists and contribute to publicly released reports; conduct literature reviews to inform research question development and appropriate analytical approaches; write or run SAS/SQL programs to extract, link, manipulate, and analyze data using descriptive and inferential statistical methods; review output for accuracy and report results to senior staff; assist in the preparation of Tableau dashboards, reports, briefs, and peer-reviewed manuscripts, as well as other deliverables that are accurate, professional, and easy to understand.

If appointed as an Assistant Research Scientist, the incumbent will assist other research staff with these duties; if appointed as a Research Scientist 1 level, the incumbent will be expected to perform these duties under general supervision; if appointed as a Research Scientist 2, the incumbent will work with more independence.

Bachelor's degree or higher in mathematics, statistics, engineering, biostatistics, public health, epidemiology, public health, public administrations and policy, health economics, finance, or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, social sciences, analytics, or engineering and one year of professional research experience* in an appropriate field.

Research Scientist 1 (Biostatistics / Health Services Research), SG18:
Bachelor's degree or higher in mathematics, statistics, engineering, biostatistics, public health, epidemiology, public health, public administrations and policy, health economics, finance, or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, social sciences, analytics, or engineering and two years of professional research experience** in an appropriate field.

Research Scientist 2 (Biostatistics / Health Services Research), SG22:
Bachelor's degree or higher in mathematics, statistics, engineering, biostatistics, public health, epidemiology, public health, public administrations and policy, health economics, finance, or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, social sciences, analytics, or engineering and three years of professional research experience** in an appropriate field.

*Substitution: 30 graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

**Substitutions: master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: Strong statistical and data management skills. Proficient in the use of SAS and/or SQL, Microsoft Excel, Word and PowerPoint. Prior experience with data visualization tools such as Tableau. Experience with extracting, merging and linking health care datasets for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Familiarity with quality measurement and quality improvement concepts and methodologies. Excellent communication and organizational skills. The ability to work independently, as well as in a team environment.

Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process and are subject to operational needs and the telecommuting application process. Any non-telecommuting days are required to be in-person in the Corning Tower in downtown Albany, NY.
