Duties Description As part of the Bureau of Program Review within the Division of Eligibility and Marketplace Integration, the Program Research Specialist 1 (PRS1) will conduct Medicaid and Child Health Plus (CHPlus) pre- and post-eligibility reviews for:

Child Health Plus Health Plan Reviews,

Local District Monitoring Reviews,

Public Health Emergency Unwind and Special Reviews and/or,

Medicaid Eligibility Quality Control Reviews,
to evaluate and monitor health plan, local district and/or other State agency compliance with State and federal Medicaid rules involving recipient eligibility and enrollment processes, using eligibility policies, evaluation standards and applicable data systems and other resources.

Duties will include, but not be limited to:

Identifying appropriate case universes and generating test and/or review samples;

Assisting in testing, updating and/or revising standardized review worksheets and training materials;

Performing reviews/writing up findings and assigning finding codes for all cases, completing quality control reviews on initial and peer worksheets completed by subordinate staff.

Conducting case research and identifying cases at risk for irregularities;

Performing data analysis and accumulating review results;

Drafting and editing summary reports: and

Providing supervision to professional subordinate staff, coordinating staff assignments, and reviewing, monitoring and evaluating staff performance.

Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1, G-18.

Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Program Research Specialist 1, G-18, Program Research Specialist Trainee 1, NS, or Program Research Specialist Trainee 2, NS.

NY HELPS:
Program Research Specialist Trainee 1:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.

Program Research Specialist Trainee 2:
A bachelor’s degree including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.

Program Research Specialist 1:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations

Substitution:
A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.

Preferred Qualifications: Preferred candidates will have strong analytical skills and the ability to pay attention to details and will also have good oral and written communication skills. Candidates should have proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities to meet deadlines. Professional experience in public health insurance programs, including New York's Medicaid, Medicare and/or Child Health Plus and supervisory experience is a plus.
