Duties Description Reporting under a Contract Management Specialist 3, SG27, the Contract Management Specialist 2 will be responsible for overseeing the entire contract lifecycle from initiation to closure, ensuring compliance with NYS regulations. This includes drafting, negotiating, awarding, and managing contracts, while proactively identifying potential risks and collaborating with program areas to achieve successful contract outcomes.

Duties include but are not limited to:
• Reviews proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds, and appropriateness of rates.
• Reviews procurement records to ensure adherence to all applicable laws, rules, and regulations and ensure proposed contracts represent the best value to New York State.
• Conduct, pre-bid conferences, debriefings and attend bid protests with bidders and other state agencies.
• Provides guidance, technical assistance, and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all solicitation requirements are met.
• Develops model contracts to be used by the agency as a guideline for excellence in procurement methodology, recommending improvements to contract management related office policies and procedures.
• Monitor workflow processes for opportunities to increase efficiency.
• Documents major or difficult issues or problems and refers them to higher level staff.
• Drafts comprehensive program reports, components of reports, or report summaries.
• Analyzes and tracks Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) contract goals.
• Act as the agency liaison with OSC, AG, DOB on contract and related budgeting matters.
• Work with program and vendor to resolve any issues that arise.
• Performs a full range of supervisory duties.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
