Duties Description Coordinate the analysis of trends in data sources and the assessment of data structures; reviews data sources and reports produced by lower level staff for accuracy; conducts the most difficult analysis of data; meets with business areas to discuss the development of the agency strategy for analytics solutions; oversees the drafting of informational documents on analytics solutions; reviews and suggests improvements to current or planned systems and processes; and supervises a team of Data Analysts 1 and 2.

This item is on the Data Analytics & FirstNY Team in the Bureau of Applications within the Chief Information Office.
Role is to advance enterprise analytics by guiding best practices, setting standards, and overseeing key reports. Build strong partnerships across OSC, foster a collaborative, data-driven culture, ensure robust controls, lead advanced analytics development, manage procurements, and align analytics strategies with business needs.

Minimum Qualifications To be appointed to this position, you must:
• Be a qualified employee of New York State and one year of permanent service as a Data Analyst 2.
OR
• Bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and five years of experience in data visualization, and statistical models and data mining tools.

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:

• Bachelor's degree in a quantitative field such as Computer Science, Statistics, Mathematics, Economics, or a related discipline. Master's degree preferred.
• Five years of experience in data analytics including, but not limited to, data manipulation, modeling, statistical analysis, data visualization, and predictive modeling.
• Demonstrated experience leading a matrix team spread across multiple business areas, with a focus on data-driven decision-making.
• Strong knowledge of data analytics tools and programming languages including, but not limited to:
o Python.
o R.
o SQL.
o Equivalent technologies.
• Demonstrated experience establishing and leading a Data Analytics Center of Excellence, ensuring adherence to best practices and driving a culture of excellence.
• Ability to lead and motivate teams to deliver impactful results.
• Strong collaboration and communication skills.
• Ability to effectively interact with all levels of the organization and stakeholders.
• Knowledge of industry trends, emerging technologies, and best practices in data analytics, with a passion for continuous learning and innovation.
• Demonstrated problem-solving skills with the ability to analyze complex business challenges and develop data-driven solutions.
• Demonstrated experience in project management including, but not limited to:
o Project Scheduling, change control, project time management, resource management, and procurement management.
• Demonstrated experience in technical writing including, but not limited to:
o Evaluation of written materials and specifications.
o Evaluation of proposals and statements of work.
o Writing Skills: Standards and procedures, and Service Level Agreements (SLAs).
• Demonstrated experience in emotional intelligence.
• Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
