Duties Description Assists in the administration of construction contracts, consultant term agreements, and task assignments by reviewing assignment scope, service type, letting requirements, and funding considerations, and confirming alignment with contract terms, bid documents, and applicable program authorizations in accordance with established procedures.
Examines contract, assignment, and construction-related documentation, including bid packages, lettings, supplemental agreements, contract amendments, and time extensions, to verify accuracy and adherence to requirements, and refers items to supervisor with observations or recommendations where clarification or action is needed.
Maintains official contract and agreement records and supporting documentation, including materials related to construction lettings and contract amendments, and tracks lifecycle activities, status updates, and required actions within designated systems.
Assists in confirming availability of capital program funding for assignments and construction contracts and supports the preparation and processing of funding actions and updates, including coordination of required documentation associated with formal change requests and other funding mechanisms.
Supports the drafting, processing, and tracking of authorization and cash flow updates, including Additional Funding Memos (AFMs) and related documents, ensuring alignment with program requirements, construction schedules, and established financial controls.
Coordinates with vendors, contractors, consultants, Engineering, Finance, and Authority staff to assemble agreement, assignment, and construction contract packages, including materials required for lettings and amendments, ensuring required exhibits and supporting documentation are complete and submitted in accordance with procedural requirements.
Reviews contract documents, bid materials, and supporting documentation for compliance with established standards and identifies discrepancies or omissions for resolution in coordination with senior staff.
Facilitates the coordination of document development, review, and revision among internal and external stakeholders for agreements, assignments, construction lettings, and amendments, tracks comments and required updates, and follows up to support timely resolution of outstanding issues.
Serves as a point of contact to support communication and coordination among stakeholders, including activities related to construction lettings and amendment processing, escalating issues as appropriate to ensure continued progress of contracts and assignments.
Performs assigned tasks in accordance with established procedures and guidance from senior staff and identifies potential process improvements or workflow concerns for consideration by management.
Minimum Qualifications TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4, and/or Section 52.6 of the NYS Civil Service Law.
If hired into a traineeship, successful completion of the established traineeship and concurrent probationary period will lead to an appointment to a Contract Management Specialist 1, SG-18.
GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS:
Contract Management Specialist Trainee 1:
Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and reviewing of contract terms.
Contract Management Specialist Trainee 2:
Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1:
Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Minimum Qualifications Substitution
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
If hired into a traineeship, successful completion of the established traineeship and concurrent probationary period will lead to an appointment to a Contract Management Specialist 1, SG-18.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $51,809 - $91,409
Recruitment & Retention Pay: $7,000
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$58,809 (Trainee 1, equated to SG-14)
$61,751 (Trainee 2, equated to SG-16)
$71,427 (Journey Level, SG-18)
