Duties Description The Program Aide will be responsible for providing a wide range of day-to-day assistance in the Bureau of Audit Services. This position performs numerous support roles such as, but not limited to, the following:

• Serving as the initial point of contact for the public, providers, or other governmental agencies regarding all Consolidated Fiscal Report (CFR) reporting issues by processing incoming phone calls and the e-mails received in the CFRS Review Units e-mail box.
• Evaluating and analyzing the CFR submissions received from all OASAS service providers.
• Independently determining the needs and priorities required to support the units professional staff,
• Creating the CFR Review log which tracks service provider compliance in meeting their filing requirements.
• Reviewing and logging CFR submissions.
• Maintaining of the Log with the daily receipt of CFR submissions, CFR signature pages, and supporting data such as financial statements and others.
• Creating a yearly OneNote page for each service provider and including tables and tools to be used in the CFR Review, such as the Active Program List, Claims Expected Filer List, Claims Worksheet, MSDS Report for the Units of Service, and others.
• Continual updating of the service providers’ agency information as well as executive staff contact information in the IAMF System.
• Special projects to assist other OASAS departments, such as Budget and Claims with data extractions from the CFRS Web system.
• Additional Special Projects including the compilation of data/spreadsheets to be used in the preparation and analysis of information utilized by the bureau/unit,
with the intent to assist the CFR reviewers in the performance of their jobs.
• Providing guidance for providers and field office representatives regarding CFRs.
• Maintaining and updating CFR section on the OASAS website.
• Drafting and sending reports.
• Assisting auditors with administrative functions.
• Performing other job-related duties as assigned.

Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c status as a Program Aide (previously Administrative Aide or Agency Program Aide);
OR New York State employees with one year or more of permanent, contingent-permanent or 55b/c status in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law; OR reachable on the current Program Aide eligible list;
OR Qualified via HELPS with three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional Comments Salary: $53,413 - $65,061*

* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
