Duties Description - Provides administrative support, including managing correspondence, scheduling meetings, and maintaining records.
- Assists with procurement, inventory control, and revenue reporting.
- Processes seasonal hiring packets and training records.
- Handles inquiries from staff and the public, providing information and directing as appropriate.
- Coordinates office operations to ensure efficiency and compliance with policies.
- Organizes, manages, and safeguards paper and electronic filing systems.
- Creates, maintains, and enters information, into spreadsheets and databases which include Expenditure Tracking (BETS), Human Resource Information System (HRIS) and Leave Accrual Tracking System (LATS).
- Answers telephone and gives information to callers, takes messages, and transfers calls to appropriate individuals.
- Tracks and distributes daily freight and parcel deliveries to the appropriate operation.
- Uploads monthly vehicle use reports and balances monthly fuel and mileage data for all vehicles located in Niagara Falls State Park.
- Evaluates and performs preventative maintenance on equipment, including vehicles, mowers, and gators.
- Assists housekeeping staff with cleaning and upkeep of restrooms located in the park, including facilities in the following buildings: Education Center, Park Police Station, and Carriage House.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*

*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.

Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.

55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Additional Comments OPERATING NEEDS:
- Must possess and maintain a valid driver’s license that allows the candidate to legally operate a vehicle in New York State as a term and condition of employment.
- Must be available to work a variable schedule that includes weekends, holidays and/or evening shifts.
- Must be physically able to perform light to medium manual labor and lift up to 50 pounds.
- Must be proficient with various software programs including Microsoft Outlook, Word, and Excel.

**NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming.
