Duties Description The Division of Data Services & Analytics/Bureau of Data Insights and Research provides high-quality, state-of-the-art data services to the Office of Health Insurance Programs (OHIP) and its Department of Health (DOH) partners that are collaborative, aligned with policy, and proactively inform strategy and decision-making. The Bureau is responsible for ad-hoc, dashboards, enrollment and fiscal analyses related to H.R.1 impacts, including community engagement and six-month renewals. The Data Distribution Unit is primarily responsible for enrollment support across OHIP and will play an integral part in H.R.1 implementation.

The Data Analyst 3 position will serve as the Data Distribution Unit lead and will perform the following duties:

Coordinates the analysis of trends in data sources and the assessment of data structures.

Reviews data sources and reports produced by staff for accuracy.

Conducts the most difficult analysis of data.

Meets with business areas to discuss the development of the agency strategy for analytics solutions.

Oversee the drafting of informational documents on analytics solutions.

Reviews and suggests improvements to current or planned systems and processes.

Supervises a team of Data Analyst 1 and Data Analyst 2 staff.

Minimum Qualifications Non-competitive: nine years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: 3 or more years of Medicaid experience, subject matter expertise in different Medicaid programs, fiscal development, SQL, and Tableau visualization
