Duties Description The incumbent of the Major, Park Police, M-2, will report to the Director of Law Enforcement. The Major will be the highest-ranking member of the Internal Affairs Bureau and will direct permanent staff that work within the Bureau. The Major has primary overall responsibility for investigating personnel complaints, conducting confidential and often sensitive investigations, coordination of the destruction of Division evidence, conducting statewide inspections of Districts and Zones, and assisting Employee Relations with OPRHP employee investigations and/or arrests.
Serves as lead or oversight of all confidential, sensitive and administrative investigations for the Division.
• Investigate Personnel Complaints, conduct confidential investigations as directed by Division Headquarters and keep the Director of Law Enforcement apprised of all significant investigations involving Division personnel.
• Monitor the progress of personnel investigations as well as Park Police Officer Trainee candidate background investigations to ensure accurate and timely investigations.
• Review administrative reports for completeness, accuracy, and thoroughness.
Coordinates the destruction of statewide evidence, administers annual District and Zone Inspections, reviews annual District and Zone self-assessments.
• Coordinate the destruction of evidence in compliance with Article 28.
• Oversee the destruction of Division Firearms.
• Oversee the statewide Inspection Program by inspecting the administrative and police operations, records and installations at the various District/Zone stations, review annual District Self-Assessments for completeness, accuracy and thoroughness.
Coordinates Division background investigations, reviews policy and procedures to ensure Division compliance, and develops training related to Administrative Report Writing.
• Oversee the backgrounds on all Division members and employees, manage all completed Division Backgrounds and oversee the destruction in accordance with Division Retention Policy.
• Participate in Personnel Complaint/Division Vehicle Accident Investigations and Administrative Report Writing course instruction for field personnel, supervisors and basic school participants.
• Conduct yearly analysis of Division vehicle pursuits (Lexipol Policy 307).
• Monitor Division use of force incidents and ensure that any required investigations have been completed.
• Oversee special events/ large events to ensure our members are maintaining Division standards.
Completes ancillary duties as assigned by the Director of Law Enforcement
• Oversee distribution and use of Agency confidential funds.
• Oversee Academy Physical Fitness and Psychological Processing for future Academy sessions.
• Member of the Agency Fraud committee.
• Member of the Awards Committee.
• Any other duties and responsibilities as needed.
Minimum Qualifications NYS Civil Service Eligible List
There is no current civil service eligible list for this title.
Non-Competitive Promotion (NCP):
Candidates must have one year of permanent competitive service as a Captain, Park Police, SG-22, or Lieutenant, Park Police, SG-20, with the Office of Parks, Recreation and Historic Preservation.
If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation employees eligible for promotion respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Provisional Appointment:
Based on the results of this posting notice, OPRHP may make a provisional appointment to this position. The minimum qualifications for provisional appointment are: one year of permanent competitive service as a Captain, Park Police, SG-22, or Lieutenant, Park Police, SG-20, with the Office of Parks, Recreation and Historic Preservation.
Reassignment:
Current NYS Office of Parks, Recreation and Historic Preservation employees only, with at least one year of permanent or contingent permanent service as a Major, Park Police, M-2.
Reinstatement:
Candidates who were previously permanently employed by New York State in this title may be reinstated to this position or to any position to which they were eligible to transfer. Employees separated from their positions may be reinstated within one year of the date of separation. Employees who have been separated from State service for more than one year may be reinstated upon approval of the New York State Civil Service Commission.
Additional Comments OPERATING NEEDS:
• Candidate must possess and maintain a valid New York State driver’s license that allows the person to legally operate a motor vehicle in New York State as a term and condition of employment.
• Candidates must reside in New York State as a term and condition of employment.
ADDITIONAL COMMENTS:
*Note: The title, Major, Park Police, M-2, has an Occupational Pay Differential of $34,301. Total salary cannot exceed the combination of the Job Rate ($137,206) and the OPD ($34,301).
