Duties Description Please indicate which Division you are applying for (Inspection Unit, Education Unit or both) when you submit your materials to Human Resources.

The Code Compliance Specialist 2 duties in the Inspection Unit will include but are not limited to the following:
• Review plans (at various stages of design), specifications, and calculations of new construction, additions, and alterations to buildings to determine compliance with the provisions of NYS Uniform and Energy Codes, reference standards, and regulations.
• Examine various construction documents related to building construction and alterations.
• Develop and administer systems and procedures that ensure that plans, structural calculations, and specifications comply with building and related codes and regulations.
• Prepare correspondence to architects, engineers and contractors relating to the correction of plans and engineering detail, obtain information, or interpretation of building codes and regulations.
• Perform on-site inspections as required in support of inspection staff.
• Assist in development, assessment, and testing of transformative technology in advancement of program objectives.
• Support Program Manager in preparation of necessary reports regarding projects and inspections within the program. Support maintenance of paper and electronic construction documents for the program.
• Perform inspections associated with the Division's responsibility to manage the Disaster and Emergency Response support statewide or in support of other division units.

The Educational Services Unit provides a statewide building code training program. This program focuses on the principles of engineering, building science, construction practices, and building codes. The Code Compliance Specialist 2 duties in the Education Unit will include but are not limited to the following:

• Will apply their education, knowledge, and experience to develop and present training material. This material will be used to instruct architects, engineers, and code officials on how to: understand New York's building codes, read and interpret build plans, and to perform construction inspections.
• May review, analyze, report, and recommend new or revised provisions of code, concerning the fire safety and overall safety of buildings and structures.
• The individual will review, analyze, report, and make recommendations for new or revised training material.

PREFERRED QUALIFICATIONS: (Inspection Unit Only)
1. At least three years of increasingly responsible experience performing commercial construction plan views; interpretation of commercial architectural, structural, and construction documents; and construction inspections for compliance with the NYS Uniform Code and Energy Code.
2. Proficiency with electronic plan review systems, electronic document markup tools, and preparing clear written review comments and reports.

NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The minimum qualifications for Non-Competitive appointment are:

A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 and a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering and three years of full-time qualifying experience or an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering and five years of full-time qualifying experience as described below; or seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,150 annual downstate adjustment. OR
Positions located within Orange, Dutchess and Putnam are also eligible to receive an additional $2,150 Mid-Hudson adjustment.
