Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment to Contract Management Specialist 1 or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Contract Management Specialist 1 or in a title SG-18 or above deemed eligible for transfer under §70.1 or §52.6 of the Civil Service Law OR be reachable on the Contract Management Specialist 1 eligible list.
For permanent appointment to Contract Management Specialist Trainee 1, candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under §70.1 of the Civil Service Law OR be reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list, or the Public Management Intern (PMI) eligible list. Transfer candidates to Contract Management Specialist 1 Trainee and appointees from the PATT, PMI, or PCO lists must serve a two-year traineeship that leads to the Grade 18 salary level.
§70.1 Transfer
To be eligible to transfer to Contract Management Specialist 1 under Section §70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Auditor State Expenditures, Housing Specialist 1, Management Specialist 1/(Spanish Language), Purchasing Agent, Real Estate Specialist 1, Senior Accountant, Senior Budgeting Analyst, or Transportation Analyst.
To be eligible to transfer to Contract Management Specialist Trainee 1 under Section §70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Administrative Aide, Agency Program Aide, Assistant Purchasing Agent, Education Program Assistant (EPA) 1, EPA 2, or Grants Management Budget Specialist 1.
§52.6 Transfer
To be eligible to transfer to Contract Management Specialist 1 under Section §52.6, candidates must have one year of permanent competitive or 55b/c service in a 52.6-eligible title SG-16 or higher.
§70.4 Transfer
A candidate may be eligible for nomination for §70.4 transfer to Contract Management Specialist 1 if they are currently a New York State employee AND have one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have a standing on the PCO eligible list, PMI eligible list, or NYS Education Department’s PATT list (with a Bachelor’s degree).
A candidate may be eligible for nomination for §70.4 transfer to Contract Management Specialist trainee 1 if they are a current New York State employee AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have a standing on the PCO eligible list, the PMI eligible list, OR the NYS Education Department’s PATT list (with a Bachelor’s degree).
Employees of ACCES-VR who are currently in a Contract Management Specialist 1 position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.
*Leads to a maximum salary of $66,494 based on annual performance advances.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill a Contract Management Specialist 1 position in the Budget, Finance, and Compliance Unit. Under the supervision of the Associate Accountant, the incumbent of this position will assist with the oversight of contract management. Major responsibilities include, but are not limited to, the following:
• Assist with the development and/or negotiation of contracts, Requests for Proposals (RFPs), Invitations for Bids (IFBs), Sole/Single Source Procurements, and other related financial documents;
• Review proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds and appropriateness of rates;
• Conduct cost evaluations and assist with the preparation of cost evaluation reports;
• Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations;
• Resolve minor changes or additions to contracts;
• Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies;
• Track contract implementation and performance;
• Assist with resolution of problems identified by agency staff or vendors with the contracts, RFPs, IFBs, Sole/Single Source Procurements, or other related financial documents;
• Monitor the voucher payment process for assigned contracts and ensure voucher audits are conducted in a manner consistent with contractual payment provisions;
• Prepare ad hoc analysis or reporting for any issues, questions, or requests for information from key internal and external stakeholders; and
• Assist with special assignments and projects as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. The salary listed above applies to candidates appointed to Contract Management Specialist 1, SG-18. The hiring rate for candidates appointed to Contract Management Specialist Trainee 1 starts at $39,713, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Contract Management Specialist 1 upon successful completion of a two-year traineeship.
