Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for current NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Senior Accountant OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2 year traineeship that leads to the journey level grade 18 position.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-18 or above eligible for transfer under Section 70.1 of the Civil Service Law AND possess a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses.

For appointment to Accountant Trainee 1, candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law AND possess a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses;
OR
Candidates must be reachable on the appropriate Civil Service eligible list. Appointees from the eligible lists must serve a two-year traineeship that leads to the grade 18, Senior Accountant.

70.4 Transfer
To be eligible for transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to grade 12 or higher, possess a bachelor’s degree (including or supplemented by 24 semester credit hours in accounting, auditing and/or taxation courses), and have standing on the Professional Career Opportunities (PCO) Select Job Titles or Accountant Trainee/Auditor Trainee eligible lists. Appointees must serve a two-year traineeship that leads to the grade 18, Senior Accountant.

The salary listed above applies to candidates appointed to Senior Accountant, SG-18. The hiring rate for candidates appointed to Accountant Trainee 1 starts at $41,993, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Senior Accountant upon successful completion of a two year traineeship.

Duties Description The New York State Education Department’s Office of Financial Administration, in coordination with the Office of P-12 Education, Child Nutrition Unit, is seeking candidates for the position of Senior Accountant. This Office is responsible for providing technical assistance and performing field inspections of schools, sponsors and residential child care institutions participating in the School Breakfast, School Lunch and Summer Food Service Programs to ensure compliance with federal and State regulations, including the Healthy, Hunger-Free Kids Act of 2010. Under the direction of the Associate Accountant, this position is responsible for assisting with the fiscal oversight of the State and Federal Child Nutrition program administered by the Department and currently in excess of $600 million annually. Other duties of this position include, but are not limited to, the following:

• Monitor State and federal resources for the Child Nutrition Program;
• Assist in the preparation of federal programmatic and fiscal reports as required by the United States Department of Education (USDA);
• Develop expenditure plans;
• Serve as key liaison with USDA on fiscal issues; and
• Develop allocation plans for State and federal resources.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $66,494 based on annual performance advances.
