Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
• Budget Fellow I: $42,955 - A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
• Budget Fellow II: $47,036 – A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
• Budget Fellow III: $50,887 – A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.

Duties Description The incumbent will be part of a six-person team responsible for budgeting the Office of Information Technology Services (ITS). ITS is responsible for providing centralized technology services to customer agencies, setting the State’s technology standards, and coordinating and governing information technology projects. Assignments may include:
• Review and evaluate proposals to identify budgetary and programmatic impacts on ITS and/or its customer agencies, and ensure consistency with gubernatorial objectives;
• Develop policy and fiscal recommendations for the Executive Budget;
• Prepare legislative and other informational reports on information technology projects;
• Conduct in-depth studies, participating in projects, and representing DOB on workgroups related to the delivery of enterprise services by ITS; and
• Project and monitoring agency spending against the State Financial Plan.
Assignment requires that individuals:
• Develop strong working relationships with agency staff and other DOB examiners; and
• Represent DOB in agency discussions and legislative negotiations.
This position provides broad-based experience in all aspects of IT financing, as well as the opportunity to work with many state agencies on the financing of IT projects. The assignment offers a wide spectrum of budget responsibilities including State Operations and Capital financing.
