Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
• Budget Fellow I: $42,955 - A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
• Budget Fellow II: $47,036 – A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
• Budget Fellow III: $50,887 – A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.

The candidate must:

• Demonstrate a strong interest in budgeting for employee fringe benefit and fixed costs;
• Demonstrate strong quantitative, writing, critical thinking, and public speaking skills; and
• Demonstrate high proficiency in the use of spreadsheets, the development of financial projections, and the monitoring of fiscal and program data.

Duties Description The incumbent will be part of a three-person team working on the General State Charges Budget, responsibilities for this position will include:

• Oversight and financial management of the New York State Health Insurance Program, which provides comprehensive health insurance coverage to State and local government employees, retirees, and their dependents. The examiner would: (i) work with the Department of Civil Service to develop annual premium funding requirements (annual rates) for the Empire Plan; (ii) assist in the development and review of Request for Proposals for the provision of Empire Plan related services; and (iii) conduct fiscal and programmatic quarterly reviews of Empire Plan services (hospital, medical, prescription drug, and mental health / substance abuse);

• Oversight and financial management of State employee vision and dental benefits, including employer contributions to union employee benefit funds which provide for these services;

• Determine the fiscal and programmatic impact of employee fringe benefit proposals offered by the unions, employee advocate groups, good government groups, the Executive and the Legislature;

• Develop employee fringe benefit proposals and strategies within the Executive Budget process, during legislative negotiations and throughout the collective bargaining process; and

• Budget for payments in lieu of taxes (e.g., City of Albany), as well as payments for local assessments on State-owned lands, judgments against the State pursuant to the Court of Claims Acts, and payments on behalf of State officers and employees in civil judicial proceedings.

The examiner would also contribute to the development of a Statewide Cost Allocation Plan, which includes: i) the development of annual fringe benefit rates used to bill State Agencies for the cost of fringe benefits of staff supported on Other Funds (federal and non-federal); and ii) the development of indirect cost rates used to recover funds from the federal government for indirect costs (i.e., the central administrative and support services provided by agencies such as the Office of General Services and the Office of the State Comptroller).
