Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
• Budget Fellow I: $42,955 - A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
• Budget Fellow II: $47,036 – A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
• Budget Fellow III: $50,887 – A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.

Duties Description The Education Unit is recruiting a candidate for the higher education section who will be involved in a range of higher education program and policy issues and who will also be responsible for analyzing, developing and administering the budget for the Higher Education Service Corporation.
This position will provide the incumbent an opportunity to participate in complex and high profile policy issues and involves frequent interaction and collaboration with other Division staff and State agency counterparts. The interrelated nature of higher education financing and policy will expose the successful candidates to multiple areas including, but not limited to, student tuition assistance programs, federal student loan programs, and public and private higher education policy initiatives.
Responsibilities will include, but are not limited to:
• Oversight of an approximately $60 million agency operating budget that supports administration of the Tuition Assistance Program (TAP), which provides approximately $1 billion in grant awards to over 300,000 college students;
• Oversight of a number of smaller scholarship and award programs; and
• Oversight of a portfolio of federally guaranteed student loans.
